
President Luiz Inácio Lula da Silva (PT) signed, this Tuesday (12/9), a provisional measure (MP) which provides benefits to drivers considered “good drivers”. With this change, citizens who do not accumulate fines and traffic violations within a year, called “citizens with clean records”, will be entitled to automatic renewal of their national driving license (CNH).
According to the Minister of Transport, Renan Filho, renewal should only be done in the event of a change in the age group for renewal. Currently, the law provides that the process must be carried out every 10 years for people under 50. Between ages 50 and 69, the period is reduced to five years. From the age of 70, renewal must be carried out every three years.
In the case of good drivers, renewal is mandatory every 10 years, except when reaching the age of 50. In this case, the driver must retake the mandatory exams to keep the document. If good driving behavior is maintained, the citizen should only renew his license at age 60, then at age 70.
According to Renan, the measure aims to reward good drivers. “Now good drivers will also be rewarded. There will not only be points for bad drivers. There will be encouragement for those who don’t get points,” he stressed.

Changes
The interim measure also provides for two other changes. The first concerns the cost of medical and psychological examinations, obligatory for the issuance of a driving license. The document provides for a 40% reduction in procedure prices. According to the minister, the final value is expected to be around R$180.
The third change is the end of the obligation to issue a printed card. The digital document will be made available free of charge, through the CNH do Brasil application — a new version of the current Digital Traffic Map (CDT). Those who prefer can choose to issue a physical wallet.
The MP comes into force from this Wednesday (10/12).
New driving license
President Lula formalized changes to the rules to facilitate access to a driving license. The changes were approved by the National Traffic Council (Contran) last week and made official this Tuesday, in a ceremony held at the Palácio do Planalto. Among the changes is the end of compulsory courses in driving schools to obtain the document.
The new model provides for the possibility of free and digital theoretical courses and makes practical courses more flexible by allowing students to be followed by independent teachers. The ceremony also marked the launch of the Brazilian application CNH.
