
The sixth public consultation led by the Ministry of Transport to receive contributions to the National Logistics Plan (PNL) 2050 is open. Consultations are carried out through the Participa+Brasil platform, with the aim of listening to different sectors of society, representatives of the productive sector and federative entities to consolidate instruments that provide predictability to public and private decisions and investments in the country.
For the construction of the diagnosis obtained from the information obtained in the five significant observations. The meetings took place in Brasilia (DF), the first consultations in São Paulo, 20 regional meetings took place in ten capitals of the country. In total, representatives from 27 states were surveyed, as well as 95 companies and industry associations, and 460 statements were collected through search channels.
The planning, which began after the development of the diagnosis, took into account the entire national territory. Ten events were held across five regions across the country, with 42 in-person participants. In addition, more than two thousand people, through online broadcasts, also made meaningful observations.
The meetings took place in Brasilia (DF), São Paulo (SP), Rio de Janeiro (RJ), Porto Alegre (RS), Curitiba (PR), Cuiabá (MT), Salvador (BA), Fortaleza (CE), Belo Horizonte (MG) and Belém (PA).
Long-term planning
The improvement of the material resulting from these meetings included the participation of 13 institutions and civil society bodies of the Government of Brazil, among which the Comptroller General of the Union (CGU), the Court of Accounts of the Union (TCU), the Ministry of Climate (MMA), the Brazilian Institute of Environment and Renewable Natural Resources (Ibama), the Ministry of Development, Industry, Trade and Services (MDIC), the Ministry of Agrarian Development and Family Farming (MDA), the Ministry of Transport and the Ministry of Ports. and airports. Throughout the process, three technical workshops were organized to deepen the discussions.
The importance of long-term planning is the essence of PNL 2050, a strategic document that guides the expansion of Brazil’s transportation infrastructure. As the first plan formulated according to the guidelines of Integrated Transport Planning (PIT), established by President Lula in May 2024, PNL 2050 takes up the tradition of thinking about the logistics sector in a structured and continuous manner.
The objective, according to the Ministry of Transport, is to guarantee governance, orientation and organization of public and private decisions around an agenda – mobility – which directly impacts the daily lives of Brazilians.
Transport more adapted to the needs of citizens
Since the start of the current administration, the Federal Government has invested in a large road concessions program, with the aim of modernizing and expanding the national highway network with a focus on concessions and auctions. The year 2025 is considered the third of the country’s largest road investment cycle. Until the end of the current administration, the Ministry of Transport will carry out 35 concessions, of which only 22 will be between 2023 and 2025. The new contractual model of Rodovia Fernão Dias benefits 33 municipalities, generating more than 137,000 jobs and strengthening production chains, logistics routes and the circulation of millions of Brazilians.
The execution of road auctions has also been the hallmark of the PNL 50. In 2025 alone, 13 auctions were held, securing more than 232 billion reais of private investments in this modality. The last auction of the year took place on December 11, with the sale of the 569-kilometer stretch between Belo Horizonte and São Paulo of Rodovia Fernão Dias.

Long-term planning provides for the definition of objectives and structuring projects for national infrastructures, with the year 2050 as the objective. To respond to climate challenges, the idea is to promote intermodality and the use of different modes of transport, such as waterways and rail, which emit less polluting gases.
The preparation of PNL 2050 is coordinated by certain ministries, including the Ministry of Transport, in collaboration with Infra SA. “We are building a solid strategy, based on technical evidence, accountability and social participation, so that infrastructure investments meet the specific needs of each region.
The collaboration of all is essential to develop solutions that improve the lives of the population and promote balanced regional growth,” said the Executive Secretary of the Ministry of Transportation, George Santoro, in June this year, when the PNL was also opened to receive new contributions. NLP is being developed with the collaboration of the private sector and civil society.
