
An attempt to reach an agreement to unblock the vote of more than 600 tributes ended in an open confrontation between grassroots deputies and the opposition in the Legislative Assembly of Rio (Alerj) this Thursday. Faced with the impasse, the interim president of the House, Guilherme Delalori (PL), decided to remove 612 draft resolutions from the agenda and close the session.

Delalori had called a leaders’ meeting Tuesday to try to reach an agreement that would allow a vote on tributes at the end of the legislative year and ease conflicts. The deal included removing names considered controversial, including those with legal issues. Among the names mentioned during the discussions were federal deputy Alexandre Ramagem (PL) and deputy Glauber Braga (PSOL).
The initial idea was to vote for 617 medals, respecting the internal regulations, which provide that each MP can vote for up to three honorary distinctions. Delalori told the plenary that the measure was part of an effort to “clarify the agenda” before the recess and called blocking votes disrespectful to House employees.
But the climate is deteriorating rapidly. Rep. Átila Nunes raised questions about the nature of the vote, suggesting the plenary was being used to preempt electoral conflicts.
The tone rose further after the intervention of MP Alan Lopes (PL), who rejected any agreement with the opposition and announced that he would begin to request verification of votes on all questions of interest to the left.
— They don’t have an agreement. In every vote, whether today or in 2026, I will request verification. We are the majority. We don’t need it for anything. Whatever we vote for here, we will trample on it, because we are the majority – he declared in a speech marked by direct attacks against the opposition.
The reaction came from MP Flávio Serafini (PSOL), who accused the government base of deliberately making the construction of an agreement unviable and transforming the plenary into a scene of political intimidation.
— We tried to reach an agreement, but the riot police made it impossible. It’s fire against fire. If we have to ask for verification on everything, highlight everything, we will do it on everything. There is no point in insisting later when there is government interest — said Serafini, amid exchanges of accusations and requests for orders.
Faced with growing confusion and the impossibility of moving the agenda forward, Delalori announced the withdrawal of all draft resolutions related to the tributes.
— Unfortunately, the presidency automatically withdraws all 612 draft resolutions. Next year we will publish four or five per month. The session is closed,” he declared.
The decision abruptly ended the proceedings and highlighted the level of political tension in the latter part of the legislative year.
The deputies left the plenary shouting and in a tense atmosphere.
