The government, through the National Ports and Navigation Agency (ANPYN), has spearheaded the call National and international public tender for the concession of the Trunk Waterway (VNT), after approving the technical and legal specifications that will govern the process, with the aim of ensuring the modernization, operation and maintenance of the strategic dredging and signaling system for Argentina’s foreign trade.
The measure was published in the Official Journal in Resolution 67/2025 under the signature of the Executive Director of the organization, Iñaki Miguel Arreseygor, which establishes the scope of the tender, the applicable regulation and the schedule for receiving offers by the CONTRAT.AR portal.

According to the norm, the concession is made within the framework of the public construction regime by the toll provided for in Law 17.520 and its amendments and concerns the section between kilometer 1238 of Parana Riverin the area of Confluencia, and the natural deep waters of the Outer River Plate.
The administrative act is part of the framework established by the authority for the institutional reorganization process Decree on Necessity and Urgency 3/2025which established the ANPYN as an autonomous entity and appointed it as the legal successor to the powers of the former Undersecretariat for Ports and Highways and the General Administration of Ports.
Background and previous phases of the process

The participatory process was supported by the intervention of United Nations Conference for Trade and Development (UNCTAD), which prepared a report with recommendations and best practices, which was included as input to provide the new tender with standards aligned to international criteria.
