
The invasion where Rafael Silva Lima, 19, was arrested after being caught raping and assaulting a woman in Asa Norte, was the target of an operation carried out by DF Legal in collaboration with the PMDF, CBMDF, Sedes, SLU and the Guardianship Council, this Sunday (21/12), a day after the crime.
According to DF Legal, the main objective of the operation was the occupations located at 611 Norte and sought to accommodate the homeless, evacuate the premises and guarantee order and security in the surrounding area.
During the operation, 60 services were provided by the SEDES and 20 by the Guardianship Council. 35 canvas/wooden dwellings and 10 precarious bathrooms were also removed. In total, 13 garbage trucks were used to collect all the material on site.
In a statement, DF Legal informed that it was monitoring the area in order to monitor movements and prevent the situation from returning to what it was.
The rape case
Rafael Silva is under arrest for raping and beating a woman in the stilts of a block in Block 411, Asa Norte, in the early hours of this Saturday (20/12). According to the Civil Police of the Federal District (PCDF), the victim and the attacker were homeless. Security camera footage shows the suspect walking alongside the victim moments before the attack.
The recordings record the moment the man attacks the woman, who tries to resist, but ends up being restrained and raped. The assault lasted approximately 15 minutes.
After the attack, the victim was found with several injuries in the commercial area of 411 Norte and taken to the Hospital Base do Distrito Federal (HBDF).
Rafael was located and arrested in the act by military police while still in the area. Upon approach, he showed bloodstains, abrasions and signs of physical struggle. According to delegate Marco Farah, from the 2nd Police Station (Asa Norte), during the personal search – standard procedure before being sent to the cell – it was found that the suspect still had a condom on his genitals.
The case is being investigated for rape and attempted femicide.
