An agreement which, moreover, is the first to be concluded with all the trade union organizations represented both in the General Council and in the Sectoral Councils.
The president of the Council of Andalusia, Juanma Moreno, presided over the signing of a “historic” agreement at the San Telmo Palace. The highest Andalusian leader stressed that “This agreement is very important for the Andalusian public sector” and for this he thanked the unions for “the effort and commitment unions to reach this agreement.

The Council had this reform “in the unfinished business drawer for too long”. The current Andalusian government “has taken up this challenge and promoted this agreement. It is an intense and permanent dialogue since 2019 with the union forces”, but “it is essential so that Andalusia can move forward in a sovereign manner”.
This is the first major global agreement concluded by an Andalusian government in almost 20 years and with all the trade union organizations.
“In this climate of institutional loyalty“An alliance has been concluded” which will affect a very important group. It took several months of negotiations to balance the books, but the wait was worth it. “All’s well that ends well.” Moreno highlighted the “strong example” that Andalusia gives at a time when “the agreement is conspicuous by its absence”.
“This is the first major global agreement since 2006 and the first to be negotiated with union organizations represented at general and sectoral tables. And this was achieved with the unanimity of the trade union organizations.
The president advanced “a gradual resumption, from 2026, of aid for social action”which were suspended in 2012 and constituted a constant demand of the unions.
It is not only a question of improving working conditions, but also of “transforming the administration”. the almost nine million of people who use our public services because the administration will be more modern and more efficient.
The agreement is valid for five years. These are measures involving significant budgetary investments, which calculate in “250 million euros. This is the largest investment made in history recent administration of the Council. “Citizens are asking us to eliminate bureaucracy, which makes management so complicated.”
“Public servants will be the driving force of change.” The objective will be a temporary employment rate of less than 8% and at the same time collective agreements will be updated. The pact will allow, with its realization, to situate the Andalusian collective in the average salary of the rest of civil servants administrations in Spain.
Public employment pact
Among all the initiatives that this work agreement includes for regional civil servants, the following stand out: create a professional career which introduces itself to the image and similarity of that existing in the field of health. As is the case here, it will be the employees themselves who will have to apply. This recognition will be applied from January 1, 2025.
doctors’ strike
The president of the Junta de Andalucía, Juanma Moreno, filed a complaint this Tuesday with the Minister of Health, Monica Garcia, sit down and negotiate “as soon as possible” with doctors to avoid strikes.
He referred to the national strike of doctors on December 9, 10, 11 and 12 to show the rejection of the new Framework Status of the staff of the National Health System (SNS) proposed by the Ministry of Health.
A four-day strike throughout Spain, which, according to Moreno, “has a direct impact on public service”, on care and, therefore, also on waiting lists.
This is why he asked the Minister of Health, “that she sit down as soon as possible to negotiate with our doctors, with the aim of avoiding these strikes which have a very direct impact on care“. “From here, I call on you to sit down to negotiate as soon as possible, if it can happen this week,” he said.
