
The government of President Luiz Inácio Lula da Silva is internally discussing the feasibility of creating a Ministry of Public Security next year. In addition to fulfilling a promise made during the 2022 campaign, the implementation of the portfolio would be a way of providing a response to the population on one of the issues on which the PT administration is most poorly evaluated.

Some members of the first echelon say the hammer has already fallen. Others, however, claim that there is still no definition from Lula.
A group of aides to the president believe that, while necessary, the Department of Public Safety should not be established now because the new department would have little time to present concrete results before the October election. They also argue that the new structure would make the government more directly responsible for problems in the region.
Responsible for coordinating actions between ministries, the Minister of Civil Home, Rui Costa, was one of those who presented this position internally. However, according to his allies, he is already convinced that the department will be created by Lula. The definition by the president should take place by January.
Public security has halted the improvement in Lula’s popularity recorded in Quaest surveys since July. Approval of the government, which was at 48% in October, fluctuated to 47% in the November survey. Disapproval increased from 49% to 50%.
The institute attributes these figures to concerns about public security sparked by the police operation in Rio on October 28, which left 122 people dead. Between October and November, the percentage of Brazilians who consider violence their biggest concern increased from 30% to 38%.
