Seville will have a Christmas plan that will guarantee security during the remaining days of Christmas celebrations, although its entry into force will take place three weeks later than planned by the Ayuntamiento, which saw the entire opposition vote against last October 26, 48 hours before the start of Christmas. 22 days later, the PP, which governs in minority, obtained that its proposal, practically identical to the one presented then, adhered thanks to the abstention of Vox, which is in full negotiation with the people for the approval of the municipal hypotheses, in a movement which surprised because it hammers the formation ultra dio for hecho which would return to the tumbar.
The security plan will come into force next month and will extend over 6 years. According to the agreement reached by the consistory with the Sindicato Profesional de Policías Municipales (Sppm), mayor of the local police, last week, a day of rest will be guaranteed and will cost an additional 595 euros for each public holiday or weekend worked, as before. The Courier of Andalusia. With the abstention of Vox, the government team managed to mobilize a counterpart of 4.6 million, which currently does not exist in the funds allocated to the productivity of municipal agents – there is only a remaining amount of 17,000 euros – and which will push back the hypotheses of 2026, which will not even be approved.
The economic allocation of the first plan – which, including three additional weeks, amounted to 5.6 million euros – is the main argument on which all the opposition parties fought head-on on November 26 to oppose the proposal presented by the mayor, José Luis Sanz. Furthermore, they reported that the intervention report did not get a good visa due to lack of funds. It is also in this line that the municipal spokesperson of Vox, Cristina Peláez, expressed this opinion: “We are not voting for a security plan for Christmas, but authorizing an expenditure of 4.6 million euros to finance a plan in progress”, he said, to warn that if this year the presumption of 17 million for the productivity of the local police was exhausted in May, if this same allocation planned for 2026 was subtracted from 4.6, “what can we do with less presumption?” However, at the time of the vote, they abstained because, Peláez claimed, the municipal government had given “a guarantee that the security of the city will not be compromised during the Christmas holidays.”
The debate this July, like the previous one, revolved around “responsibility”, which requires the PP of the rest of the groups to guarantee an adequate police presence at the Christmas parties, and “improvisation” and “hat”, with which the opposition parties defined the spectacle of the Ayuntamiento, which authorized numerous events throughout this year. This year I have to go to Christmas without having to pay overtime to local police officers, whose funding is also minimal. A clear example of this mismanagement which can help to relieve the votes of the PSOE and Podemos-IU. Both attracted attention when the mayor decided to activate phase 1 of the emergency plan -which applies in the event of natural disasters- to guarantee police presence during the first weeks of this month, without being able to count on the Christmas Plan. “The Department of Government and the Sub-delegation have published emergency reports,” complained the socialist mayor Juan Carlos Cabrera.
This subterfuge, with which the Ayuntamiento wanted to guarantee the presence of up to 500 people divided into three teams on scheduled days, such as at the Puente de la Inmaculada – which brings together the most visitors to the city throughout the year – or during the Seville-Betis derby, relieved the local police, who did not respond to their work tasks, especially on weekends and parties, knowing that the conditions of a situation emergencies do not show up. The unions took this emergency plan to court – the judge asked for a delay to adopt the precautionary measure of its suspension – and the mayor also advanced legal measures against those who are absent without medical justification.
The president of the Sppm, Luis Val, welcomed the approval of the new Navidad Plan because it “guarantees a greater police presence on the streets that is in force”, which dates back to 2004 and is the one that was activated if Vox did not abstain. “The mayor managed to save his Christmas at the cost of paying money,” however, criticizes Santiago Raposo, head of the Csif in the local police, who did not sign the agreement last week. The union representative considers that apart from economic incentives, it has not been possible for the Ayuntamiento to commit to undertaking structural reforms about which the body is slow to complain and there is no guarantee that, as happened this year, the presupposed allocation will be consumed within six months, due to lack of foresight. From Sppm we assure you that they will continue to demand these improvements.
“It’s not a blank check,” warned the mayor, spokesperson for Vox. Peláez demanded that the changes requested by the police be made. “The problem is the absolute lack of organization,” he said. “If the situation has not changed, what was the result with the far right?” asked Ismael Sánchez, spokesperson for Podemos-IU in the consistory. PP and Vox are in full negotiation of municipal hypotheses, which expanded the petition for ultra training after the popular approved 90% of their subsidies to favor birth policies to the detriment of matches intended for women’s, equality and development cooperation programs.
