The mayors of capitals and medium-sized towns in the north of the country drafted a document this Friday (12) that will be sent to Congress and the federal government, in which they question the financing model of the federal pact.
They say their cities are responsible for maintaining large areas of forest preserves, but they are among those receiving the lowest per capita revenues in the country in tax resources allocated to municipalities.
Officials cite studies from the Ifem platform (Communal Financing and Equity Indicators) and the FNP (National Front of Mayors), according to which around 70% of the population of the Northern region lives in municipalities which are among the worst 20% of the country in terms of per capita income.
The document, called “Letter from Manaus”, was developed in collaboration with parliamentarians from the Amazon gallery of the Chamber.
The text proposes a new financing model which recognizes the demographic weight, territorial extension, environmental preservation and internal inequalities.
There is also a request for a modification of the calculation of the FPM (Communal Participation Fund), so that territorial and preservation criteria are integrated into the calculation of resource distribution.
“The Amazon cannot be treated as both an environmental priority and a fiscal problem. The country demands preservation, carbon and biodiversity targets and, in exchange, provides municipal budgets among the smallest in the federation,” said Manaus Mayor David Almeida (Avante).
