
The Advisor for Economic Affairs of the United States Embassy in Brazil, Matthew Lowe, is conducting direct negotiations with the leaders of the Planalto Palace to expand the participation of the Trump administration in initiatives related to the exploration of Brazilian rare earths containing strategic minerals.
According to those interlocutors, Lowe’s work includes private meetings with representatives of the Executive, deputies, senators and agents of the productive sector, focusing on cooperation models, improving regulatory frameworks and guaranteeing legal security for foreign investments. North American diplomacy seeks to ensure stable access to these minerals. Brazil demands the removal of surcharges imposed by the White House on domestic products.

Lowe acts as the main technical interlocutor of the American diplomatic mission on strategic economic issues and maintains that Brazil can occupy a central position in the global supply chain of these inputs, considered fundamental for the defense industry, the energy transition and the manufacturing of advanced technologies, such as batteries, semiconductors and military equipment.
The negotiations are taking place alongside a broader diplomatic offensive led by Christopher Landau, deputy secretary of state in Donald Trump’s administration, responsible for coordinating Washington’s political strategy aimed at reducing US dependence on China in this segment. In this scenario, Brazil is identified by North American leaders as a priority partner, particularly because of the availability of reserves.
