The date of the Andalusian elections remains one of the main unknowns since the President of the Council, Juanma Moreno, who is the one who has the power to dissolve the chamber and convene the meeting, still does not reveal it.
So far the only thing … What has moved forward is his intention to exhaust the mandate and organize elections in the spring, probably in June since only If the President of the Government, Pedro Sánchez, decided to bring forward the general elections, they would take place earlier to avoid duplication of elections.
But in the meantime, what we know is how much these elections will cost. Because the budgets approved a few days ago in the Andalusian Parliamentthe Council’s accounts for 2026, which amount to more than €51.5 million, include a specific item for elections.
Thus, in these budgets, the highest in the history of Andalusia, appears reflected a position called electoral processes and which was allocated more than 14.4 million euros. More precisely, they areas indicated in the budgets of the Junta de Andalucía for next year, a total of 14,422,570 euros.
It must be taken into account that Andalusia is the most populous autonomous community in Spain and more than 8.7 million people live there. During the last elections held (in this case the 2023 general elections), the census covered more than 6.7 million people, who were those who could vote.
This means that in the coming months, a similar number of Andalusians will be called to the polls to elect the 109 deputies who make up the Andalusian Parliament. Certain dimensions which involve the implementation of an extensive system which must also be very agile so that the voting results are known as quickly as possible.
A few days ago, the poll observation contract was put out to tender
A few days ago, the Ministry of the Presidency launched a call for tenders, for an amount exceeding five million euros, VAT included, for the award of the service for the collection, processing, dissemination and publication of election results in the regional Parliament planned for 2026, as well as “other complementary services”.
This involves setting up the operation which will involve the deployment of a complex logistical system, the preparation of the corresponding infrastructures and theto the implementation of the organizational system necessary to enable the reception of specific data from polling stations to the distribution systems, all in the most operational manner possible and with the highest degree of transparency, quality and security.
A “significant part” of the services included in the contract are “directly linked to audiovisual, logistical and institutional communication services, such as the design and operation of broadcast centers, the production of content for the media, the management of the Electoral Commission Service Center and support for the public presentation of the electoral operation”, as detailed in the same document.
Other details of the process are also already known, such as the contract for the ballot papers with which Andalusians will vote. Indeed, the Council also launched, a few weeks ago, a market for the supply of ballot papers, envelopes and forms for the elections to the regional Parliament.
Concretely, according to the call for tenders, the contract amounts to 1,218,978.53 euros which will be allocated to “the production and distribution of electoral materials for the eight Andalusian provincial capitals, as well as for the Delegations of the Government of Andalusia and the provincial offices of electoral lists”. Ready for a preview
In relation to the volume of material to be manufactured, it is specified that this will depend both the number of polling stations as well as the voter census, data which will be provided by the Electoral Census Bureau. Additionally, the total number of candidates announced will also influence the order. The contract therefore provides for successive deliveries for a unit price, adapting to the needs determined by the administration.
The contract specifies that the winning company must implement actions to minimize the carbon footprint. Among these measures, it is essential to present a carbon footprint registration certificate issued by the competent environmental authority.
Furthermore, in the supporting report, it is noted that the successful bidder must be prepared to adapt to possible changes on the electoral date, whether due to an early dissolution of the Andalusian Parliament, an early calling of elections or any other unforeseen event of force majeure that modifies the established schedule.
