
The directory of PP of Parana vetoed this Monday (8), unanimously, support for pre-application of Senator Sergio Moro (Union) to the state government in 2026. The decision was approved by the party’s national president, Senator Ciro Nogueira (PI), and calls into question the viability of Progressive Union FederationSince Progressives with the Union Brazil.
The president of the State Directory of the PP, MP Maria Victoriadeclared that “unfortunately the partnership could not be consolidated”. “It is a unanimous decision that we do not approve the candidacy of Senator Sergio Moro to the government of Paraná by the federation,” he told journalists, after meeting with state leaders and the national president of the party.
“The dialogue did not prosper”
One of the main leaders of the PP in Paraná, the federal deputy Ricardo Barros said Moro “had the opportunity to talk to everyone” in the party, but was unable to gain support for his pre-candidacy within the party. “The dialogue has not flourished,” he said. “For the moment, our federation does not have a consensus to register a majority list.”
Barros said that if Moro wants to be a candidate, he should change parties, if the “União Progressista” federation is consolidated. Both parties presented a request to the Higher Electoral Tribunal (TSE) to formalize the federation. “I think Moro will be a candidate anyway,” said the federal deputy, noting that Moro is halfway through his term as senator. If he loses, he can return to the Senate. “He will look for a party that guarantees him the party (to run). Here, in the federation, he will not be able to register his candidacy,” declared the federal deputy.
The national president of the PP said he supported the local decision and highlighted the impasse with União Brasil, which could affect the future national federation. “I will never be against the decision of the Paraná directorate,” declared Ciro Nogueira, after the party meeting.
“The federation is already registered, but until it is approved by the TSE, anything can happen,” said the national leader of the PP. “But it is a situation that we will face through a lot of dialogue, putting national interests above anything else.” The PP national president said it was “legitimate” for União Brasil to challenge the veto on Moro, but said “the situation will have to be one of consensus.”
Ciro said he is expected to meet Moro and União Brasil national president Antonio Rueda on Tuesday.
Moro and Rueda criticize the veto

The national president of the Union, Antonio Rueda, declared that Moro was leading the polls of voting intentions and insisted on the approval of the senator’s candidacy. “The intention is to dialogue with progressives within the federation, seeking the best for Paraná and also for the Federation. The imposition of arbitrary vetoes is unacceptable,” he said, also in a publication in X.
The PP is part of the support base of the state governor, Ratinho Junior (PSD), who intends to have his own candidate in the state conflict. Moro’s leadership in voting intention polls is seen as a threat to the candidacy supported by Ratinho.
Among the PSD names considered by the governor of Paraná and his political group to run in the state are the president of the Legislative Assembly of Paraná, Alexandre Curi; Vice Governor Darci Piana; State Secretaries Guto Silva (Cities) and Rafael Greca (Sustainable Development). For the PP, the name of former vice-governor Cida Borghetti, married to Ricardo Barros, is under study.
