Tensions between PRO and LLA escalated after the 2026 budget meeting. Violations, unconstitutionality complaints and warnings to withdraw the quorum

The Relationship between the PRO and La Libertad Avanza crosses his worst moment since the beginning of the government of Javier Milei. What seemed to be heading towards a more orderly coexistence weeks ago – with the inclusion of Diego Santilli in the national cabinet as a political gesture – failed after the marathon session in the Chamber of Deputies, where the Budget 2026.
The accumulated unrest exploded in the public and in Congress, with contradictory accusations, threats of parliamentary dissolution, and formal complaints against the ruling party.
The PRO is tightening its position and threatening to withdraw the quorum
From the bloc led by Cristian Ritondo, they assure that the insults and repetition of conflicts with the ruling party have finally exhausted their patience. “Now we will support the things we agree on and those we disagree on. We will stand firm to make our position heard,” they predicted. But the warning went further: “Let’s stop giving them a quorum“.
The warning is not minor. In a fragmented Congress, La Libertad Avanza relies on parliamentary agreements to advance its agenda. The withdrawal of the PRO’s support complicates the situation for the consideration of important legislation and leads to significantly more tense meetings.
The anger is not new, but this time several factors came together to hasten the separation. In the PRO they claim that the government prioritized agreements with sectors of Peronism and Kirchnerism and rejected forces that they considered showed a greater inclination towards institutional dialogue.
The complaint about unconstitutionality and the 2026 budget
One of the issues that ultimately strained relations was the distribution of vacant seats in the Auditor General’s Office of the Nation (AGN). Ritondo already has unconstitutionality lawsuits ready against the President of the Chamber of Deputies, Martín Menem, for promoting the appointment of auditors outside the agenda of the extraordinary sessions.
“We believe it is an unconstitutional step. Topics other than those scheduled cannot be discussed in extraordinary meetings. “It is fundamental,” they explained to the head of the PRO bloc. And they added a direct accusation: “That Kirchnerism violates these basic rules does not surprise me, but that LLA and Martín Menem make this agreement with Kirchnerism to share the charge without respecting the Constitution seems very serious to us.”
At the same time, suspicions grew that there had been secret – and not so secret – agreements between the ruling party and Kirchnerism.
The unrest intensified with the cessation of the treatment of Chapter 11 of the 2026 budget, which contained the article that referred to it Funds for the City of Buenos Aires for the co-participation debts that the nation maintains with the leadership of Jorge Macri. This point was negotiated at the last minute with the Interior Minister, but was ultimately unsuccessful.
The opinion of the PRO and the appointed examiners
After the meeting, the PRO released an official statement in which he a Violation of the state constitution for the appointment of the AGN auditors outside the extraordinary agenda. “This objection was recorded informally, then at the venue and finally in the meeting diary,” they said.
“Article 63 of the National Constitution is clear: During extraordinary sessions, Congress can only discuss matters contained in the convocation of the executive branch.. The designation of the AGN authorities was not taken into account. “It was not the PRO that wanted to discuss the allegations, but the ruling party together with Kirchnerism,” they emphasized.
The designated examiners were Mónica Almada – proposed by LLA –, the camper Juan Ignacio Forlón (UxP) and Pamela Calletti, a reference for the governor of Salta Gustavo Sáenz. A decision that, far from healing wounds, deepens a political divide that threatens to reshape the map of alliances in Congress.
