The judicial investigation for hiring of the Dos Hermanas City Council by Francisco Salazar continues its course. This agricultural expert by profession, he was manager of the Sierra Sur greenway between 1998 and 2000, then director of the Vía Verde de la Sierra Foundation until 2003, when he took office as mayor of Montellano. He left the baton five years later, including at Dos Hermanas, after receiving a call from the government of Manuel Chaves. Evangelina Naranjo, then Minister of Justice and Public Administration and Salazar’s political godmother, appointed him to the police station. He remained in this position until April of the following year, before joining the pay for the unemployed of this country, or at least that is what is reflected in his professional life, to which this newspaper had access. But this situation did not last long. In March 2010, detained by the socialist Alfredo Sánchez Monteseirín, then mayor of the Andalusian capital, the presidency of Emasesawas rescued from unemployment to be placed in the metropolitan water company.
Sources consulted by this newspaper say they first gave him an office at Emasesa Central Offices, Escuelas Pías Streetin Seville. And then they transferred it to the headquarters of the Two Sisterson Real de Utrera street, where he also had his own office.
In the program published on the Congress website, in which Salazar participated for three short periods, his stay in Emasesa is not included.
In Salazar’s curriculum vitae published on the website of the Congress of Deputies, of which he briefly served three terms (from May to December 2019; from December 2019 to January 2020 and from August to November 2023), his time at Emasesa does not appear.
From Emasesa, according to his professional life, he returned to unemployment, but for an even shorter period than during the previous trip. After seven months, his friend Francisco Toscano, all-powerful mayor of Dos Hermanas, placed him in his great project, the Great Hippodrome of Andalusia.
Precisely, this hiring is the one that is the subject of an investigation by the Dos Hermanas court following the complaint filed by Vox against Salazar and Toscano for the alleged irregularities in said placement as a municipal technician (he ended up taking over the management of the equestrian facilities) and, above all, for his alleged absenteeism at work, since according to the accusations, Salazar worked for Sánchez in Madrid, first in Ferraz, then in Moncloa, but the payroll was paid with money from the Dos Hermanas Town Hall. And this until 2017, when he requested leave to work officially for the president of the government and socialist leader.
Sources on file tell this newspaper that, according to what the city council said, Salazar’s hiring was not a freely designated position, but rather work staff after a selection process by free competition after publication of the offer to the Andalusian Employment Service, bases and subsequent classification. But it should be noted that the Town Hall did not provide said documentation accrediting the entire process.
The head of the Civil and Investigation Section of the Dos Hermanas District Court, place number 7, charged the Central Operational Unit (UCO) of the Civil Guard the investigation into the events reported by Vox linked to Francisco Salazar and Francisco Toscano, events which could constitute alleged crimes of influence peddling, prevarication and embezzlement.
So far, investigators have made up to two visits to the Dos Hermanas town hall to request the documentation existing regarding the hiring as municipal technician of Salazar in 2012, when Francisco Toscano was mayor. He remained there until 2017, when he requested forced leave after obtaining a position in Ferraz’s PSOE. Sources on the record told this newspaper that the working relationship remained active until this year.
Vox states in its complaint that during those five years, Salazar was raising municipal funds but working for the party in Madrid, by the hand of Pedro Sánchez during his first stint as general secretary between July 2014 and October 2016. Then began the battle for the 2017 primaries, in which Salazar was a key player behind the scenes.
