
The Ministry of Ports and Airports (MPor) and the National River Transport Agency (Antaq) will organize the auction of Brazil’s largest container terminal (called Tecon Santos 10), in the Port of Santos, in the first half of March 2026. This project is the most anticipated in the sector and is expected to increase the port’s container processing capacity by 50%.
The prediction was made after authorization from the Federal Court of Auditors (TCU) on the subject. According to MPor, a presentation of the event will take place in January with embassies and interested companies. The tender notice for the Santos Port Terminal will then be published.
– Tecon Santos 10 will bring investments of R$6.4 billion and increase the container handling capacity of the Port of Santos by 50%, which is essential for the flow of Brazilian production and to increase the efficiency of the port. Now, with the TCU decision, we can continue the process that will consolidate the Port of Santos as one of the main container hubs in Latin America — said the Minister of Ports and Airports, Silvio Costa Filho.
According to state accounts, the project should generate 2,500 direct jobs and 5,000 indirect jobs on site.
With the authorization of the TCU, the process returns to the MPor, which, according to the National Secretary of Ports, Alex Ávilla, should take place in the coming days.
– We will make technical adjustments and adjustments for the publication of the notice by the end of January. We expect a large participation in the auction, as many national and international companies are interested in the event. It will undoubtedly be the largest auction in history and it will be very competitive – said the Secretary of State.
The auction will take place in two phases, as proposed, with the participation of shipowners, large shipping companies responsible for the maritime transport of goods, banned in the first phase. The objective is to attract new operators not linked to these companies to stimulate competition.
The new terminal will have an area of 621 thousand square meters and will be used for the movement and storage of containers and general cargo. With Tecon, the port’s annual handling capacity will reach 9 million containers, according to the government.
According to the criteria, the one who presents the highest subsidy value will win the auction and the concession will last for 25 years.
