
THE Ministry of Ports and Airports announced this Tuesday (9) that the auction of mega terminal of containers of Port of Santos (SP)THE Tecon 10should be carried out in the first half of March 2026. The forecast was established after deliberation by the Federal Court of Auditors (TCU) on the subject. The ministry indicated, in a memo, that it would accept the recommendations made during the trial, including the establishment of a minimum subsidy.
On Monday (8), the Court of Auditors gave its majority approval for the event to take place in two phases, as initially proposed by the National River Transport Agency (Antaq). By six votes to three, the plenary approved the vote of Minister Bruno Dantas, who understood that there was no illegality in the model proposed by the regulator.
The TCU, however, recommended that all shipping companies that own or operate ships be prohibited from submitting bids in the first round, directly or indirectly.
With the Tribunal’s decision, the process returns to the ministry, which the ministry expects to take place in the coming days. According to the ministry, a presentation tour will take place in January with embassies and interested companies, then the tender notice from the Santos port terminal. The notice is expected to be published by the end of January.
Pasta also said, in a note, that the auction of Tecon Santos 10 will feature innovation in modeling, especially in terms of granting. “The MPor will accept the recommendations of the TCU, including the establishment of a minimum subsidy, the main objective of which is to reconcile the attractiveness of the asset for the market with obtaining a reasonable minimum subsidy value for the cash flow, compatible with the size of the company.”
The new terminal will have an area of 621 thousand square meters and will be used for the movement and storage of containers and general cargo.. According to the government, with the megaterminal, the annual handling capacity of the Port of Santos will reach 9 million containers. As part of the project, four berths will be built to accommodate ships for embarkation and disembarkation.
According to the criteria, the one who presents the highest subsidy value will win the auction and the concession will last for 25 years.
“Tecon Santos 10 will bring investments of R$6.4 billion and increase the container processing capacity of the Port of Santos by 50%, which is essential for the flow of Brazilian production and to increase the efficiency of the port. Now, with the decision of the TCU, we can continue the process that will consolidate the Port of Santos as one of the main container hubs in Latin America,” said the Minister of Ports and Airports, Silvio Costa Filhoin note.
