
He Ministry of Economic Affairs arranged the Extension and declaration of State of emergency and/or agricultural disaster in large parts of the Buenos Aires Province affected by floodsa measure that has a profound impact on the regional economy and the situation of thousands of rural producers. This decision covers exploitation of the parties May 25, Saladillo, Bragado, Lincoln, General Belgrano, Azul, Pila And Bolívarand is valid from September 1, 2025 to February 28, 2026.
The central objective underlying the resolution was the need to respond to the productive emergency caused by the crisis heavy rains and floods this affected large rural areas of Buenos Aires during the second half of 2025. The National Agricultural Emergencies and Disasters CommissionAfter analyzing the provincial regulations and the situation in the fields, it recommended that the national government take the measure in accordance with the demands of the Buenos Aires government.
The resolution stipulates that for the constituencies II, III, VII, VIII, IX, X, XI, XII and XIII of the party of May 25th and constituencies III, IV, V, VI, VII, VIII and IX of the party of Saladillothe state of emergency and/or agricultural disaster previously declared by Provincial Decree 1180 of May 27, 2025 is extended. In the meantime, a state of emergency or agrarian disaster is declared for new areas: constituencies V, VI and VII Energetic; IV, V and VI of May 25th; II to XV from Lincoln; I and II of Saladillo; I to VII from General Belgrano; X to XXI Blue; II to VII from stack and VI of Bolívar.
That’s what the official text says “February 28, 2026 is the end date of the production cycle for the affected establishments in the declared areas.”in accordance with the provisions of articles 22 and 23 of Regulation Decree 1712/2009. This date is crucial because it determines the period in which producers can access the tax and credit benefits provided for in Law 26.509, which regulates the national emergency and disaster regime for agriculture.

To access this special scheme, interested parties must present a certificate issued by the relevant provincial authority certifying that their property is located in the affected areas. The resolution directs the Buenos Aires Provincial Government to send to the Technical Executive Secretariat of the National Commission for Agricultural Emergencies and Disasters the list of producers reached, together with a copy of the certificates issued.
The scope of the measure implies that “the national banking institutions, official or mixed, and the Customs Collection and Control Agency (ARCA), an autonomous entity under the jurisdiction of the Ministry of Economy, shall broker the necessary means so that the agricultural producers referred to in this resolution can enjoy the benefits provided for in articles 22 and 23 of Law 26.509 and its amendments.” These benefits include the extension or exemption of national taxes and the possibility of availing low-interest loans to rebuild working capital.
The resolution also empowers the holder of the Ministry of Agriculture, Livestock and Fisheries of the Ministry of Economy to celebrate agreements and actions necessary for the implementation of the measure.
