The Senate is postponing debate on the labor reform project as the government has not yet submitted the project to the upper house, which could delay its approval, legislative sources confirmed yesterday.
As of last night, the government had not released the full labor reform project, one of the most sensitive initiatives to be advanced in Congress. According to official sources, it was decided to wait for the return of President Javier Milei to finalize the final details.
Chief of Staff Manuel Adorni confirmed that the draft published days ago reflected a large part of the final text and assured: “When the final project is ready, it will be uploaded in the next few hours.”
The delay is also related to the negotiations on the formation of important commissions in both the Chamber of Deputies and the Senate. These commissions will be crucial for the debate on the reform in the extraordinary sessions.
On the other hand, yesterday the ruling party defined a compressed roadmap for next week, which includes a double session on Wednesday December 17 and Thursday December 18 for the approval of the 2026 budget projects, the law on fiscal innocence and the law on the national commitment to fiscal and monetary stability.
The course begins next Monday with the inaugural meetings of the Budget, Finance and Criminal Justice Commissions of the Nation’s Chamber of Deputies, chaired again by libertarian Alberto “Bertie” Benegas Lynch and bullrichista Laura Rodríguez Machado, respectively.
The signing of the statements for the three projects is scheduled for Tuesday so that they can be submitted for approval on site on Wednesday and Thursday.
What can happen in the Senate?
“The commissions have not been formed yet because the project is not there. The delay in (shipping the) project has delayed everything for me,” explained Patricia Bullrich, the head of the libertarian bloc.
A priori, he did not rule out the possibility that at least the working commission could be set up in the next few hours, but it seems difficult that the discussion on the project could begin before next week.
It is expected that by next Tuesday the various blocs and intermediate blocs into which the Senate will be divided will be formed and that this will allow the calculation of the proportional distribution of seats in the individual commissions of the Upper House.
Unlike the representatives, in the Senate there is a deadline of seven days between the receipt of the opinion in the committee and its hearing, which is why a bill requires at least two weeks.
Villarruel and Bullrich met again after the controversy on November 28, when the vice president did not allow the official lawmakers to speak at the end of the session in which the new senators were sworn in.
According to the speakers of both leaders, the meeting was cordial and served to advance the definition of formal issues related to the functioning and organization of the Chamber and the libertarian bloc.
They are making progress with the budget
La Libertad Avanza will try to half-sanction the budget next week. The budget commission would be formed on Monday, the opinion would be obtained on Tuesday and then processed and approved on site.
The idea of La Libertad Avanza is to quickly achieve a semi-sanction of the 2026 budget, the only one of the projects that has already been previously debated in Congress, although several of the bloc specialists no longer belong to the chamber today, such as Carlos Heller (UP) and Luciano Laspina (PRO).
In the last 24 hours, the President of the Lower House, Martín Menem, together with the Minister of the Interior, Diego Santilli, have held meetings with the representatives of the blocs of the House of Representatives, during which they have explained the schedule they have proposed. And they had agreed on a route time for next week.
