
From 2016 to 2025, more than 1.4 million births without the father’s name were recorded in Brazil. In the state of Rio de Janeiro alone, the number of absent fathers during this period exceeded 103,000 cases, according to data from the Transparency Portal of the National Association of Registrars of Natural Persons (Arpen-Brasil). To combat paternal under-registration and raise awareness of the importance of paternity and family life, the Rio de Janeiro State Court of Justice (TJRJ), through the Paternal Affiliation Promotion Sector (Sepat), will promote, this Wednesday, the second social action “Itinerant Paternity in Action”.

The event will take place from 11:00 a.m., in front of the ferry terminal, on Praça
The Sepat team will assist you:
- Children and adolescents under-registered paternally, accompanied by their guardian;
- Adults who wish to indicate the name of their own father;
- Parents who wish to recognize their children;
- Recognition of socio-emotional paternity and dual paternity/maternity;
- Mothers in situations of social vulnerability.
Sepat comes from the General Inspectorate of Justice (CGJ) and works with the Public Archives Court of the Capital, TJRJ through the “Pai Presente” project, a program established by the National Council of Justice (CNJ), which seeks to facilitate the recognition of paternity throughout Brazil.
What will the service look like?
Interested persons must present identification with a photo of the applicant or guardian and the birth certificate of the child or adolescent. After an initial selection, an administrative procedure will be opened. On site, it will be possible to schedule a hearing during which the child can be recognized. In case of doubt or dispute, the possibility of carrying out a DNA test will be offered to the Court of Justice itself.
