The Board of Directors also approved the municipal surplus corresponding to the 2024 financial year, which amounts to 2,088,874.68 euros, approved at the plenary session last April. This will increase the investment item, which had eight … million euros for next year. The spokesperson for the government team, Juan Jose Alcalde, explained the more than two million euros surplus, around half a million euros can be allocated directly to financially sustainable investmentswhich will be added to those already planned, while the rest will go to municipal balances, thus strengthening the economic stability of the Town Hall for years to come. “This is an important relief for Toledo and an opportunity to continue transforming the city with more investment, better services and more well-being for the residents of Toledo,” he said.
In this sense, Juan José Alcalde indicated that, until now, state regulations required municipalities to allocate the surplus exclusively to debt repayment; however, after the approval of Royal Decree 15/2025 of December 2, which extends the sixth additional provision, municipalities can allocate this surplus to financially sustainable investments.
In this context, the Toledo City Hall has decided, and this was approved this Wednesday by the Government Council, “allocate these more than two million euros to promote new financially sustainable investments in the city.
This decision will increase municipal investment capacity, adding resources to the more than 8 million euros of investments planned in the municipal budget, which will be submitted for approval during the municipal plenary session to be held tomorrow.
Among the financially viable actions planned are, according to Juan Jose Alcalde“improvements in streets, squares, paving plans, pedestrian crossings, playgrounds, as well as investments in wastewater, drinking water supply, public lighting, environment, energy, commerce, mobility, transport, parks and gardens, sports facilities, local roads and other essential services”.
In this sense, the municipal spokesperson assured that the City Council will continue to repay the debt in the ordinary way through current credits and borrowings, “but we consider it essential to take advantage of this legal opportunity to allocate part of the surplus to investments that have a direct impact on the improvement of services and the quality of life of the inhabitants of Toledo”.

Once the first phase, which consisted of the construction of the embankment retaining wall, has been completed, the second phase of this project will now begin “which already involves the actual construction of a new building”. He thus emphasized Juan Jose Alcalde This second phase corresponds to a completely new project, which has all the approved reports and which has been agreed with the residents of the district, responding to a historic request from this district of the city, which has been asking for this center for more than 16 years, and “what was a promise for years is now becoming a reality”. Now the work can begin immediately and, according to the spokesperson, “the first preparations for the work are already visible in the area, which confirms that it is a real project, with a price, budget, companies and deadlines defined, and with prior agreement with the neighbors”.
