The statement, made on Tuesday (September 12), also mentions that the sanctions against Moraes serve as a “warning” to European authorities that violate human rights.
“Alexandre de Moraes was formally designated under the Global Magnitsky Act earlier this year – the first foreign official in U.S. history to be sanctioned for attempting to censor U.S. citizens on U.S. platforms for speech published in the United States,” Martin wrote on X.
“As we see some officials in Europe experimenting with coercive fines, regulatory threats and pressure campaigns aimed at shaping American political discourse, it is worth remembering the precedent of Moraes,” he added.
The manifesto came after the US Treasury Department justified the application of the Magnitsky Act against Moraes at the request of Republican US Congressman Rick McCorimick. The intention of requiring a statement from the body is to reiterate the rigid and severe position in the application of sanctions, dissuading any withdrawal from the North American government regarding sanctions against the Brazilian authorities.
The American financial body justified that the minister was sanctioned for “arbitrary preventive arrests” and “attacks” on freedom of expression. The letter also justifies that Moraes is committing “serious violations of human rights around the world”, notably by censoring North American citizens on American soil.
As a result, Magnitsky took effect against Moraes and his family – the measure included visa revocation, freezing of assets and bank accounts in the country or institutions in the country.

“The United States views foreign attempts to control free speech in the United States as a violation of human rights and an attack on sovereignty,” Martin argued.
Trump Media’s lawyer often takes a stance in favor of Bolsonaro and said Moraes’ pretrial detention of the former president is an “insult” to President Donald Trump and U.S. Secretary of State Marco Rubio, as Moraes mentioned that Bolsonaro’s residence is close to the U.S. Embassy, which he said would insinuate that the U.S. was planning Bolsonaro’s possible escape.
