
Before the end-of-year holidays, deputies from the state of Rio de Janeiro will have to vote this week on nearly 500 projects. The list was decided and published by the interim president of the Legislative Assembly of Rio (Alerj) Guilherme Delaroli (PL), who took command of the Chamber after the impeachment of Rodrigo Bacellar (União). About half of the proposals are tributes to politicians and cultural figures from Brazil and the world. There are, however, important and important texts for the Rio government, such as the accounts of Cláudio Castro (PL) for 2022 and 2023, the membership of Propag and the governor’s veto on the Western bonus, which would reward police officers who died in the clashes.

Alerj’s first vice president, Guilherme Delaroli (PL), took over as head of the Rio de Janeiro Parliament a week ago, following the arrest and dismissal of Bacellar, who took leave from office after being released. Since then, coming from another political group, the interim has sought to set its own tone in the management of the Palácio Tiradentes. In the first week, he created a transition group and said he would push for changes in Parliament. And the decision to unveil important government projects also demonstrates the governor’s increasing strength in the Assembly, with a closer ally in charge.
For this Tuesday, the penultimate day of work in plenary, votes are planned for 26 projects, including a proposal from the Court of Justice aimed at modifying the rules for promotion and progression of civil servants and the authorization for Rio to join the Program for the Full Payment of State Debts (Propag) — which allows the renegotiation of debts with the Union. The latter is considered one of the most strategic by Governor Cláudio Castro, because it could represent a relief of several billions in public coffers in 2026.
MPs will only be able to go on vacation when the annual finance law (LOA) is voted on, which determines how the executive must spend what it collects. The trend is for Rio to join Propag, and thus reduce the deficit forecast for 2026, currently at 18.9 billion reais. This will lead to even more last-minute changes to the text of the LOA, as parliamentarians will have more money to reallocate resources.
But before that, there are more than 450 projects on the list that will be analyzed by Rio’s deputies, almost half of which are tributes. These proposals should be there until Thursday, the last day of the plenary session. Among them, the Tiradentes medal, Alerj’s highest distinction, to the federal deputy Alexandre Ramagem (PL), fugitive from Brazilian justice. The proposal comes from MP Alan Lopes (PL). His co-legionary Alexandre Knoploch also wants to pay tribute to senator Flávio Bolsonaro (PL), governor Cláudio Castro and retired Alerj president Rodrigo Bacellar.
At the initiative of Renata Souza (PSOL), the Minister of Racial Equality Anielle Franco can also receive the prize named after Marielle Franco, her sister murdered in 2018.
Two international stars can also win the Tiradentes Medal, Alerj’s highest distinction: the singer Lady Gaga, at the initiative of Dionísio Lins (PP), and the actress Viola Davis, at the request of Renata Souza.
