
Moped owners in the Federal District have until December 31 to register their vehicle with Detran-DF. From January 1, 2026, only vehicles registered, registered and driven by qualified drivers will be able to travel.
The rule follows Contran Resolution No. 996/2023, which defines mopeds as two- or three-wheeled vehicles equipped with an engine of up to 50 cylinders or an electric motor of up to 4 kW, with a maximum speed of 50 km/h. Larger vehicles are classified as motorcycles or tricycles, the rules of which are already set out in the Brazilian Highway Code.

To drive a moped, you must have the Authorization to Drive Mopeds (ACC) or a category A driving license. Anyone driving without registration or a license may be subject to a very serious offense, a fine of R$293.47 and detention of the vehicle.
Registration can be done through the Services Portal or through the Detran DF Digital app. It is necessary to present the CAT, invoice, identity document and CPF of the owner. Vehicles manufactured or imported before July 3, 2023 may also require a Vehicle Safety Certificate (CSV), inspection report and declaration of origin.
Pedal-assisted electric bikes and scooters remain exempt from registration and permits, as long as they respect the technical limits. Vehicles with an accelerator and a speed above 32 km/h are now considered mopeds, requiring registration, registration and a license, explains Bruna Pacheco, director of vehicle and driver control.
