
The head of government in Congress, senator Randolfe Rodrigues (PT-AP)declared that both the decision of the Leader of the Government in the Senate, Jacques Wagner (PT-BA)concerning the declaration of the Minister of the Secretariat for Institutional Relations (SRI), Gleisi Hoffmannaccusing Wagner of having created an agreement allowing voting on the PL dosimetry should have been better discussed. Randolfe also said that President Luiz Inácio Lula da Silva He only became aware of the “procedural agreement” during the vote on the text in plenary, at the start of the night.
The approval of the dosimetry PL this year was only possible because the president of the Constitution and Justice Commission (CCJ) of the Senate, Otto Alencar (PSD-BA)shortened the project approval request to four hours, suspending the process for less than a day. This happened after Jacques Wagner agreed with the opposition senators that the government base would allow the proposal to reduce the sentences of convicts on January 8 to be deliberated in plenary in exchange for voting on the issue that guarantees income to the Executive to close the budget.
Even with this agreement, Planalto and PT took a stand and voted against the proposal, but were voted down. After the reaction to Jacques’ statement, he stressed that the agreement was his decision alone and that it had not been discussed with Gleisi or Lula.

At the same time, the leader of the government in Congress considered that Gleisi’s statement on this subject, made through a publication in which he described the conduct of negotiations by the leadership of the government in the Senate as a “regrettable error”, should have been discussed with the political coordination.
“I don’t know if I was in a position, if I would make a demonstration of this type. And I think that her demonstration was a demonstration which, ultimately, also had to be discussed with the political coordination and there had to be a decision on her part to express it”, reflected Randolfe, who did not consider it casuist the fact that the minister made the publication only after the vote on a bill of interest to the Executive had ended.
Randolfe also told a story behind the scenes of the PL vote on dosimetry during which the President of the Republic, unaware of the agreement, called him to understand what was happening. It was at that moment that the senator informed Lula of the procedural agreement reached by Jacques.
“The agreement was concluded without dialogue. The political coordination was not aware. The President of the Republic was not aware. In fact, President Lula called me during the vote, there in the plenary session of the Senate, to ask me what was happening and what had happened, what was the procedure (the agreement)”, declared the leader of the government Amapá, close to the President of the Senate, Davi Alcolumbre (União-AP).
“It was at that time that I reported in detail to the president what had happened at the CCJ and what was happening in the plenary, the reaction of certain members of the base, in particular senator Renan Careiros, in relation to the leader Jacques Wagner. Then, the President of the Republic himself was informed of everything that was happening at half past six to seven in the evening. He reiterated to me that he wanted to veto (the PL of dosimetry) and that he did not give authorization to conclude any agreement, in the name of what was”, he continued.
The native of Amapá still believes that Wagner’s break with Alcolumbre, due to the choice of the Attorney General of the Union (AGU), Jorge Messiasfor an appointment to the Federal Court (STF) — encouraged the leader of the government in the Senate to reach an agreement with the opposition.
“Certainly (their breakup had an impact). I think there was a dialogue with the opposition. I think this dialogue could have been (done) with the president (Davi Alcolumbre),” Randolfe said.
The same morning, PT members from Bahia and Amapá met at the ministerial meeting organized by Lula and discussed the subject. “During the ministerial meeting, Wagner asked me about dosimetry. I told him: Wagner, let’s go up, let’s try to ask for an opinion, let’s postpone this debate. There is no agreement with our social base on this subject. Wagner said: yes, but they threaten if we do not vote on dosimetry, they will also demand the same treatment for the other PL (tax advantages)”, Randolfe reported.
“I said: there were demonstrations this weekend (against the dosimetry PL). I think it is very bad for us to conclude any agreement,” he concluded.
