The police investigation indicates that Floyd Wallace Jr, an American investigated for crimes of sexual exploitation of children and sex tourism arrested this Monday (22/12) in the center of São Paulo, was part of a group called “Passaport Bros”.
This group is made up of criminals who use their economic power to exploit social vulnerabilities in Latin American and Southeast Asian countries. In social media posts, the man declared himself a “sex tourist.”

Authorities also say the man paid for his trips with money collected from foreign “financiers.” In exchange, he transmitted sexual acts to criminals.
After executing the search and seizure warrant on Monday, officers found a USB drive. The equipment stored a video of sexual abuse of a six-year-old child, made by the man with the consent of a woman, possibly the victim’s mother.

Police also found several mobile phones, as well as equipment for producing digital content. The objects were seized and were the subject of a technical expertise to identify other possible victims and the extent of the sexual exploitation network.
A tourist investigated in Rio
Floyd Wallace Jr was arrested in the Liberdade neighborhood, central São Paulo, after the investigation began in Rio de Janeiro.
Police went looking for the suspect to an address in Bela Vista, also in the center of the capital of São Paulo. However, the stranger was not located at the scene.
Then, authorities contacted a real estate rental platform and were informed of the new location of the person under investigation, this time in Liberdade. When he noticed the officers approaching, Floyd Wallace Jr attempted to lock down the property and aggressively resisted arrest. Officers used pepper spray to subdue and arrest the man.

- On December 8, a driver partner contacted assistance to report a trip involving two minors in Rio de Janeiro.
- During the trip, the young women said they would meet a foreigner who did not speak Portuguese. It was the stranger who requested and coordinated the ride.
- Other similar routes have been identified.
- Police say the man used multiple aliases such as Terry William and Terry Wilson, as well as fake accounts to make tracking difficult.
The arrest took place within the framework of Operation Passport No, following an investigation carried out by the Child and Adolescent Victims Police Station of the Rio de Janeiro Civil Police, with field support from the São Paulo Civil Police and the Cyber Operations Laboratory (Ciberlab), of the Ministry of Justice and Public Security.
