The Justice Ministry launched a website Monday with information on Brazil’s 216 most wanted fugitives. Nationally known criminals on the list include: André do Rap, of the Primeiro Comando Capital (PCC) faction, Comando Vermelho (CV) drug trafficker Doca, one of the targets of Rio’s mega-operation in October, and bicheiro Bernardo Bello, whose trajectory was depicted in the Globoplay series “Vale o Escrito.”

Each state has indicated which criminals are a priority for arrest based on a risk matrix. Aspects such as the seriousness and nature of the crime committed, links to criminal organizations, the existence of several arrest warrants and interstate operations were assessed.

André do Rap is responsible as the middleman in the transport of tons of cocaine to Europe and Africa, which has made him a target of national and international authorities. Sentenced to 25 years in prison for international drug trafficking in the 1st and 2nd instances, he benefited, in October 2020, from habeas corpus by the Supreme Federal Court (STF). The drug dealer presented himself as a businessman who organized events and promoted funk, rap and hip hop shows. He also sponsored surfers.
With one “dribble”, André do Rap managed to get out of prison. In fact, a few hours after the decision of STF Minister Marco Aurélio de Mello — now retired — the President of the Court, Minister Luiz Fux, accepted a request from the Attorney General’s Office (PGR) and revoked the decision.
In his argument, Fux said an injunction can be suspended when it is shown that its effect could seriously harm order and security. “We know that organized crime, even with the arrest of its leaders, is easily dismantled. What can we say about the return to freedom of the leader of a criminal organization? Disorganizing a criminal organization is an imperative of public order,” the magistrate then wrote.
Despite this, André do Rap was released and has since disappeared. Today he is wanted by the São Paulo Court (TJSP) and the Rio de Janeiro Court (TJRJ).

Edgard Alves de Andrade, Doca, 55, was the main target of the mega-operation of the civil and military police in the Penha and Alemão complexes, in the northern zone of Rio, in October.
Civil police identify him as one of the members of the CV leadership, operating in the Penha complex.
According to prosecutors from the Special Action Group to Combat Organized Crime (Gaeco/MPRJ), Doca – or Urso, as he is also known – is the main CV leader in Complexo da Penha and in communities like Gardênia Azul and César Maia, in the southwest zone, and Juramento, in the north zone, some of which were recently recaptured from the militia.
He is the subject of an investigation for more than a hundred homicides, including executions of children and disappearances of residents. In October 2023, Doca was named as the perpetrator of the execution of three doctors and the attempted murder of a fourth victim in Barra da Tijuca, in the western zone of Rio. The victims were participating in a medical conference and were mistaken for militiamen from Rio das Pedras.
Civil police believe that Doca ordered the actions of drug traffickers in Gardênia and Rio das Pedras. The drug trafficker also became known for having BMW as a confidant, who could be at the forefront of the new war between drug traffickers and militiamen in these two communities and, according to investigations, BMW has been wanted by the police since three doctors were executed in a kiosk in Barra da Tijuca, in October 2023.
Dock was already one of the targets of Operation Buzz Bomb, launched in September last year by the federal police to suppress the use of grenade launcher drones, operated by people linked to the CV. There are more than 20 arrest warrants issued against him by the Rio de Janeiro Justice Court (TJRJ), according to data from the National Council of Justice website.
At the time of the Buzz Bomb, Doca was the subject of preventive detention ordered by the 1st Criminal Court Specialized in Criminal Organizations of the TJRJ. He was charged with criminal organization and possession of explosive materials, the combined sentences of which could reach up to 14 years in prison if convicted.

Bernardo Bello Pimentel Barboza leads a life in which he mixes luxury products, used to hide the illicit origin of his wealth, and crimes that range from misdemeanors to the execution of enemies. The bicheiro is under investigation in cases of murders, from rivals to enemies, and, during his participation in the GloboPlay series “Vale o Escrito”, he declared that one of his rivals wanted to kill him.
Accused of being the mastermind of the death of the criminal Alcebíades Paes Garcia, known as Bid, an assassination committed on February 25, 2020, Bello was returning from Dubai, United Arab Emirates, when he was arrested in Bogotá, Colombia, in an action by the Homicide Department of the Civil Police and the Gaeco/MPRJ, in January 2022. In the Interpol red broadcast, the name of the bookmaker was classified as “dangerous” and “violent” even though he was considered, at the time, a wanted fugitive.
Bello was released four months later after the Superior Court of Justice (STJ) granted habeas corpus so that the bicheiro could respond freely to the process. At the time, it was decided that he would appear in court every two months and would be prohibited from leaving his home without permission or changing his address. The MP, however, accused Bello of failing to comply with the precautionary measures imposed since late November 2022, when he began to be considered a fugitive in another case to which he responded. He has not yet been found by the police.
At the time, he was accused of being one of Rio’s crime leaders and was the target of Operation End of Line, carried out by the State Public Prosecutor’s Office, which aimed to crack down on corruption and money laundering crimes arising from gambling. At the time, it was not located.
Anonymous reports on fugitives can be made via channels 190 and 197. According to the ministry, the initiative allows the exchange of information between states and encourages direct collaboration of the population.
The website is an offshoot of the Capture Program, a national organization whose goal is to identify, locate and arrest criminals considered highly dangerous. The ministry informed that it would install an operational cell of the organization in the state of Rio de Janeiro.
“The measure responds to the observation that criminals from different regions of Brazil often hide in areas of the state of Rio de Janeiro. The new structure will allow direct support to the state police and greater agility in the exchange of information to locate fugitives,” underlines the ministry.
