The main focus of his management was public works. During his mandate, the areas of paving, trenching, neighborhood development and school renovation multiplied. Pilar became one of the municipalities with the highest volume of provincial investments.

Achával’s management chose to avoid confrontation with this sector and promote agreements for shared infrastructure, urban development and road expansion.
