The Minister of Social Security made the request after Estadão showed that the owner of the company appointed by INSS spent seven hours in the wallet on the day of a tender worth R$117 million and the government could not explain why.
Brasilia – Minister of Social Security, Welni Quirozhe asked Controller General of the Union (CGU) An “extensive and rigorous investigation” was opened into the company that won the tender on the same day its partner spent about seven hours inside the ministry.
In a letter sent on Friday night, the fifth of this month, to the head of the CGU, Vinicius Marques de CarvalhoWoolney said he has already taken administrative steps to conduct an internal investigation, but wants the watchdog to investigate as well.
According to him, the internal measures “demonstrate the interest of this ministry in clarifying any discrepancies in registration or procedures and ensuring that relations with suppliers are carried out strictly within the legal, technical and ethical standards that govern public administration.”
With the request submitted to the CGU, he wants the administration, “in depth and independently,” to investigate the “regularity of recruitment procedures and contract implementation” of the company during the period in which it provides services to the social security system.

The contract replaced another contract that had been in place since 2017, with the same provider, and which had been extended by INSS for years through amendments.
On the same day of the auction, the company’s owner, João Luiz Dias Pérez, was at the Esplanada dos Ministérios for hours. The concierge’s records indicate that he entered Building F at 10:14 a.m. and did not leave the building until 5:32 p.m., 12 minutes after the end of the virtual trading meeting.
On the same date, Dias Pérez met with Wolny Queiroz, Executive Secretary of the Ministry of Social Security at the time, between 12 noon and 1 p.m. The ministry was unable to determine what the businessman did before and after this agenda.
Wolney’s political ally, Osório Chalegre de Oliveira, also participated in this meeting. First, the government claimed that the lawyer was present because he was on his way to take up a position in the ministry. However, he was not appointed Deputy Executive Secretary until a year later, in June 2024.
Subsequently, the government said that Osorio Chaligre actually participated in this and other meetings as an “accidental collaborator” with the government because of his experience in the field of social security.
Chalegre was co-managed by former Cararoa Mayor José Quiroz (PDT), father of current Minister Wilny Quiroz.
When contacted, João Luiz Dias Pérez refused to provide information about his commitments in the government. Shaligree said he would speak publicly, but did not respond.
