Seven years after being arrested by the federal police, Tiago Vinicius Vieira, known as Dourado, accused of having directed major thefts and of having worked in drug and arms trafficking, returned to the streets. He was one of 1,868 prisoners who received temporary leave to visit his family over Christmas – the “leadinha” – but he did not return to prison on December 30 as planned.

Tiago is one of the 258 detainees who did not return after the service. Of this total, 150 were members of the Red Command (CV). In total, 346 prisoners linked to the faction obtained the Periodic Home Visit (VPL) during the Christmas period, which represents 47.45% of those benefiting from the CV. The figure also indicates a growth of 7% compared to last year.

According to his criminal record, Tiago presents a “very great danger” to the Secretariat of Prison Administration (Seap), and identified as a member of the Third Pure Command (TCP), a faction that operates in Mato Grosso do Sul (MS). He was arrested red-handed in Rio for trafficking synthetic drugs. At the time of his arrest, carried out by the PF on December 11, 2018, Tiago was on the run from a maximum security penitentiary in Campo Grande (MS).
Three other fugitives deemed just as dangerous, all linked to the CV, have also not returned to the prison units. They are drug traffickers André Luiz de Almeida, Nestor do Tuiuti; Márcio Aurélio Martinez Martelo, Bolado, de Fallet; and Sérgio Luiz Rodrigues Ferreira, known as Salgueiro or Problema. They are respectively directors of Morro do Tuiuti, in the northern zone of Rio, and Fallet, in Santa Teresa, as well as director of the Lagoa favela, in Magé.

Of the 258 prisoners who did not return, 39 belonged to the TCP, 23 to the Friends of Friends (ADA) faction and 46 declared themselves neutral, that is, they did not belong to any criminal organization. Considering these four groups, the Christmas escapes were distributed as follows: 58.1% CV, 17.8% neutral, 15.1% TCP and 8.9% ADA.
The list of beneficiaries of temporary departure also included 21 police officers and 23 militiamen. But in this group, everyone returned to prison.

According to the legislation, semi-open prisoners who have served a sixth of their sentence, in the case of first-time offenders, or a quarter, in the case of repeat offenders, are entitled to provisional release. In addition, the detainee must behave appropriately, otherwise he or she will not be entitled to the benefit.
