
The parliamentary commission responsible for investigating fraud at the INSS closed its 2025 activities on December 8 with the promise of submitting a preliminary report at the beginning of this year. The president of the CPI, Senator Carlos Viana (Podemos-MG), informed that parliamentarians would carry out, in February, the “first evaluation” of the document.

Two weeks ago, Viana defended the extension of the group’s work for another 60 days. The parliamentarian believes that the deadline until March 2026 is not sufficient to analyze the documents received and hear all the testimony still awaited.
The senator plans to collect signatures starting this month to formalize a request addressed to the President of the Senate, Davi Alcolumbre (União-AP).
“Given the national dimension and the depth of this project, I affirm that it is absolutely essential to extend the CPMI for an additional 60 days. Only in this way will it be possible to deepen the investigations, track down hidden assets, identify all those responsible and guarantee full justice to the victims,” the parliamentarian declared in a note.
The extension declaration was given after the Federal Police (PF) launched a new phase of Operation Sans Rebate, which is investigating an alleged system of undue rebates for INSS retirees and pensioners.
On this occasion, the PF executed search and seizure warrants against Senator Weverton Rocha (PDT-MA), vice president of the government in the Legislative Chamber, and against the number two of the Ministry of Social Security, Adroaldo Portal, who already worked in the senator’s office in 2019. Portal was dismissed from his position and subjected to a house arrest warrant.
The company even requested Rocha’s arrest. The senator was identified by investigators as a “political supporter” and a “hidden partner” of the criminal organization investigated for embezzlement of INSS pensions. The request was, however, rejected by the Minister of the Supreme Federal Court (STF), André Mendonça, who is leading the investigation at the Court.
The investigation revealed that Weverton had close ties to Antônio Carlos Camilo Antunes, the “INSS Carey,” a key player in the unfair rebate system.
Installed in August last year, the ICC is investigating irregularities in the signing and inspection of agreements authorizing unjustified cuts to retiree and retiree benefits.
The commission held 28 meetings over the past year. 26 witnesses were heard, including two former Ministers of Social Security: Carlos Lupi, holder of the portfolio when the irregularities were revealed, and Onyx Lorenzoni, head of the ministry under the Bolsonaro government, the period during which the embezzlement allegedly began.
Last month, Viana announced some of the results to be delivered in the final report, such as the analysis of 4,800 documents and the identification of 108 suspicious companies. The CPI chairman also said he would ask the STF to immediately suspend nearly 2 million payroll loan contracts suspected of irregularities.
