The national government has officially announced the salary increase for cabinet officials, from which President Javier Milei and Vice President Victoria Villarruel were excluded.
The President ordered a reorganization of the salary system of the higher authorities of the executive branch, made official by Decree 931/2025 published in the Official Gazette on Friday. Nevertheless, the number of the increase does not appear in the text.
As detailed in the editorial, from January this year there will be a salary increase for ministers, secretaries, undersecretaries and civil servants based on the common increases of the General Collective Agreement of the National Public Administration.
It is also stipulated that the increases are not retroactive and apply from January 1st. However, the President and Vice President are excluded from the increase.
The rule stipulates that in the event of a budget deficit, there will be an automatic mechanism to freeze wages and there will be no new wage increases. In addition, the article of Decree 235/2024, which determined the remuneration of higher authorities independently and outside of collective bargaining, is repealed.
The government guarantees that the increases will not jeopardize the budget balance, stressing that they may be due to cuts in public spending and cuts in state operations.
To this end, the President instructed the Secretariat for State Transformation and Public Functions to design a new public employment system based on performance-based income, regular performance evaluation, skills-based mobility and remuneration linked to responsibilities.
Finally, the decree calls on the judiciary, the legislature, the provinces, the municipalities and the city of Buenos Aires to repeat the automatic freezing of political salaries in the event of a budget deficit.
