The allies of the Minister of the General Defender of the Union (AGU), Jorge Messias, did not appreciate the decision of the Minister of the STF, Flávio Dino, to suspend a bill on the payment of the so-called “rapporteur’s amendments”.
In the opinion of supporters of the minister’s candidacy for the vacant position at the STF, Dino, who is not enthusiastic about the name Messias, would have suspended his payments at that time precisely to harm the appointment.

Minister Flávio Dino: decision exempts a trade unionist from speaking at the INSS CPMI
Some STF ministers were in favor of appointing Senator Rodrigo Pacheco (PSD-MG) to this position. Dino has already publicly declared that he will remain “silent” on this choice until Lula’s candidate is approved by the Senate.
According to Messias’s allies, one sign of Dino’s “bad will” is that the minister had an opportunity in 2024 to act on an action with a similar theme, and ended up going in the opposite direction, authorizing the payments.
In December last year, Dino even rejected a request from the AGU to reconsider the decision that published the rapporteur’s amendments, the committee amendments and the Pix amendments, provided that transparency rules are respected.

Failed amendments
Dino, in a decision taken on Sunday (12/21), suspended part of a bill approved by Congress that reinstates the rapporteur’s amendments between 2019 and 2023, which were considered unconstitutional by the Court.
Dino’s decision came even before a possible veto from President Lula, who must still sanction the text approved in Parliament. The STF plenary will also analyze the case, during a session scheduled for February 13.
As the column shows, Senate leaders believe that Dino’s decision harms Messias’ candidacy because it strengthens the position of House Speaker Davi Alcolumbre (União-AP) on the need for an STF minister more aligned with Parliament.
