
A group of students approved for the Unified National Competition 1 (CNU1) affirms that, even after extending the registration deadline, the second call for training records a significant number of vacancies.
The candidates classified during the first phase of the competition emphasize that the position of technical analyst of social policies (ATPS) is the most emblematic: there are 64 vacant positions, or more than 20% of the 293 offered, according to official data from the National School of Public Administration (Enap).

Approved candidates residing in several states in Brazil are waiting for the call and claim that the remaining positions already have a tied budget. They understand that no motivation prevents them from filling positions.
The situation has raised questions from candidates on the waiting list, who denounce violations of the principles of isonomy, administrative efficiency, legality, legality and good faith in the actions of the Ministry of Management and Innovation in Public Services (MGI) and Enap.
A group of mobilized candidates complains about the lack of dialogue with the MGI. “We haven’t been able to get in touch with the ministry. Only a few times, through the union.”
There is some concern that approved individuals will not be called during the validity period – which in some cases expires in June 2026.
The winners on the competition waiting list are awaiting a call in January 2026 and say that temporary workers are being called upon to fill vacant permanent positions.
“We are all terrified. I have been called now, but my career has more than a thousand people on the list. We know from afar that they are calculating the formal request for ministries, in the order of 940 people. So calling 250 does not fill the gap,” said one of the approved, who preferred not to be identified.
According to the commission, one of the approved individuals had his ranking changed after filing a lawsuit, but his position has not yet been corrected in the final ranking.
Those approved understand that, if the first promotion of the internship, which took place from April 22 to July 25, 2025, was entitled to three calls, otherwise, until now, no successive call will be made to fill the remaining positions.
According to the candidates, this position was confirmed by Enap Order No. 70 of November 26, 2025, which stipulates that “the loss of registration of candidates will not imply the call of a new person to initial training in the case of training in the Unified National Public Competition”.
Change of procedure and unequal treatment
The approved say that the CPNU was launched in 2024 with the promise of streamlining public competitions, optimizing resources and accelerating the filling of strategic positions, but they understand that this has not happened until now. “The general notice of the event (Notice No. 05/2024) expressly provides for the possibility of additional appeals to ensure the filling of vacant positions, including through the reserve register,” they emphasize.
“In the first edition of the training courses, this guideline was applied: the specific notice provided for up to three successive registration calls, precisely to avoid the existence of remaining vacancies, guaranteeing the effectiveness and profitability of the competition. The Enap website itself, in the answers to frequently asked questions, emphasizes that this methodology was essential to ensure greater efficiency and fairness in the selection process”, affirm the candidates.
For those approved, Specific Notice No. 02, which dealt with the call for the first edition of the training courses, provided for up to three calls for registration, in accordance with the provisions of Notice No. 05/2024, but, in the second edition of the training courses, governed by Specific Notice No. 06/2025, this model would have been abandoned.
“There was only one appeal, followed by an extension of the registration deadline, without a new appeal of the waiting list – a procedure different from that adopted previously and which, according to the candidates, compromised the filling of all available positions and generated unequal treatment between candidates in equivalent situations,” they assert.
The position has the highest percentage of unfilled vacancies
Among the positions that require training, that of technical social policy analyst attracts attention due to its direct impact on the implementation of public policies. Even among approved applicants who have expressed interest in remaining on the reserve roster, 64 vacancies have yet to be filled.
The candidates emphasize that the simple extension of the registration deadline was not enough to achieve the objective of fully filling the vacant positions, since the call was widely disseminated on official channels and in the press. For them, those who did not register on time did so by a conscious decision, which would justify new appeals.
The group understands that the problem is repeated in other strategic positions and that the scenario is not exclusive to the ATPS position. “Enap data itself shows that positions such as foreign trade analyst, infrastructure analyst, public policy and government management specialist and, above all, information technology analyst, have also been poorly filled.”
Given the scenario, the candidates and supporters of the initiative argue that MGI and Enap will make at least one new call from the waiting list, notably for the ATPS position, during the first month of 2026, so that they can participate in the second promotion of the training to which they are entitled.
The objective of the call is to avoid the waste of public resources, to respect the rules set out in the notice and to guarantee the filling of positions considered essential for the formulation and execution of the country’s social policies. “The idea is that renewal is necessary and a priority. This competition is only valid for one year, so we have to fight for renewal,” revealed one of the candidates.
The other side
The Ministry of Management and Innovation was contacted by the Report for comment on the applicants’ complaints, but only responded to the last update of this article. The space remains open for possible events.
