Governor Tarcísio de Freitas (Republicans) sanctioned this Tuesday (12/23) a law that exempts from payment of the motor vehicle ownership tax (IPVA) motorcycles, mopeds and scooters with a cylinder capacity of less than 180 in São Paulo. The measure applies to motorcycles owned by individuals.

According to the state government itself, the measure is expected to benefit approximately 4.3 million motorcycles in São Paulo, or 76.3% of the state’s circulating fleet of 5.7 million.

The exemption was approved last week by the Legislative Assembly and was contingent on Tarcísio’s sanction. According to the new law, the measure is valid from 2026 for regularly registered and registered vehicles.
In a press release, the government affirms that motorcycles are a tool of work, subsistence and transport for many people and that the measure was adopted “with financial responsibility” and “without compromising the balance of public accounts”.
The project, which has now become law, was presented by the Executive itself and canceled the 2021 IPVA debts for vehicles belonging to people with severe or profound physical, visual, mental disabilities and autistic people.
