The auditor of the General Controller of the union (CGU), David Cosac Júnior, aged 50, filmed attacking a woman and a 4-year-old child, has a history of aggressive behavior. In 2019, the civil servant was convicted by the Federal Court for verbally assaulting and threatening the manager of a supermarket.
The confusion began at the checkout of a supermarket in Águas Claras in 2017 due to a price difference on two products. According to the process report at the time, the delay in correcting the value would have angered the official.
When the store manager tried to intervene and asked David to go to another cashier to expedite service to other customers, the auditor allegedly kicked the shopping cart several times.
Even after resolving the technical problem, the waiter allegedly started insulting the employee. According to the manager’s testimony, the listener shouted “loudly” that the worker “was not a man”, in addition to insulting him as a “stupid street guy” and a “tramp” in the presence of customers and other employees.
The auditor also questioned the manager’s departure time, insisting that they both leave the establishment to resolve the issue, which was interpreted as intimidation for physical assault.
On various occasions, David would also have emphasized his status as a civil servant at the CGU. In doing so, the filing emphasizes that such conduct demonstrated “unpreparedness and arrogance” on David’s part.
The episode was recorded at the 21st police station and gave rise to legal action for moral damage. The case was closed after a legal agreement, in which the auditor paid compensation of R$800 to the victim.

Domestic violence
The recording of the domestic violence episode was revealed by columnist Mirelle Pinheirolast Tuesday (12/23).
The Chronicle had access to a video showing Davi attacking a woman and a child. The violence occurred around 7:40 p.m. on December 7, in the parking lot of a residential building.
Residents who witnessed the attacks said they called the Federal District Civil Police (PCDF) after learning of the episode. Despite this, the man was not arrested.
Appointed Finance and Control analyst for the CGU in 2007, he started in 2016 as the agency’s federal Finance and Control auditor. The column revealed, through the transparency portal, that the monthly salary he received was around R$25,000.
In the footage, the woman appears holding the child on her lap, apparently sleeping on her shoulder, when suddenly David walks towards the two and begins to slap the child.
Then the mother and son fall to the ground, but the attacks continue. The listener continues to attack the victims and even pulls the child by the arm. To try to protect him, the woman lies on top of the boy.
After getting up, the man attacks the child again, slapping him violently on the head.
Investigation
When contacted, the PCDF indicated that it had received, on the day of the events, an anonymous complaint reporting that a resident of a building in Águas Claras had attacked a woman and her son. The complaint was accompanied by a video of the attacks.
A police team went to the address where the suspect received officers in the presence of the assistant manager of the building. To police, David claimed he had ended the relationship with the woman and the two had a disagreement, leading to an argument.
According to the company, the perpetrator called his ex-girlfriend and handed the device to a police officer, who spoke to the victim. The woman said she had ended their relationship and did not want to press charges against the attacker.
Still according to the PCDF, the agent advised that the child be presented to Police Station 21 (Taguatinga Sul) to then be sent to the Legal Medical Institute (IML).
The MP pledged to preserve footage of the episode and present it to the police unit. He also said he was not aware of any previous episodes of domestic violence involving the suspect.
The case is being investigated by the Women’s Assistance Section of the 21st DP.

Protective measures
The Court of Justice of the Federal District and Territories (TJDFT) determined, this Wednesday (24/12), protective measures against the auditor.
The Court of Domestic and Family Violence against Women of Águas Claras granted the measures in favor of the 4-year-old child.
In turn, the woman exempted herself from protective measures. She explained that they both work at the same organization and live nearby, and that he assured her that he would not look for her. However, he considered it prudent to protect his son.
The protective measures established by the Court determine that David is prohibited from approaching the victim and that he must maintain a minimum distance of 300 meters. In addition, it was forbidden to maintain contact with the minor by any means of communication.
Finally, the attacker is prevented from going to the child’s home in Águas Claras, a measure that aims to preserve the physical and psychological integrity of the offended person.
Expulsion
President Luiz Inácio Lula da Silva (PT) spoke this Thursday (12/25) on the server case. The president said he had ordered the man’s expulsion.
“The cowardly attack by an official of the Comptroller General of the Union against a woman and a child, published on video by the press, is unacceptable and requires a firm response from the public authorities, given that it is a federal civil servant. This is why I ordered Minister Vinícius de Carvalho, Comptroller General of the Union, to immediately open an internal process to hold the attacker accountable and expel him from the public service,” Lula said in a post on x.
