The former director general of the Federal Highway Police (PRF), Silvinei Vasques, arrested in the early hours of this Friday (26/12) at the Silvio Pettirossi International Airport, in Paraguay, was transported hooded and handcuffed by Paraguayan police officers to the border region with Brazil.
Vasques was handed over to the Brazilian Federal Police (PF) early in the evening in Ciudad del Este.

What happened
- The arrest came after Jair Bolsonaro’s ally attempted to board a flight to El Salvador using a fake Paraguayan passport, in the name of Julio Eduardo.
- According to local authorities, the documentation showed inconsistencies during initial analysis, which led to a technical and biometric verification of the traveler.
- The data confirms that he is the former director of the PRF, convicted by the Supreme Federal Court (STF) and prohibited from leaving Brazil.
- According to Paraguayan sources, the arrest took place after prior warning from Brazilian authorities, who were monitoring possible escape attempts in the region.
- During a search of his belongings, the police found two passports, as well as original Brazilian documents.
False declaration and cancer claim
In an attempt to convince immigration authorities, Silvinei also submitted a written statement saying he suffered from glioblastoma multiforme – grade IV, an aggressive type of brain cancer.
In the document, titled “Personal Statement for Airport Authorities,” he said he was unable to speak or hear “due to a serious health condition” and asked that any communication be in writing.
The text also informed that he would travel to San Salvador, on a Copa Airlines flight, for the exclusive purpose of undergoing radiosurgery medical treatment. According to the Federal Police, there is no proof of the authenticity of the medical information presented.

The escape began on Christmas Eve
According to information sent by the Federal Police to Minister Alexandre de Moraes, of the STF, Silvinei left the residence where he lived, in São José (SC), on Wednesday evening (24/12), a few hours before the electronic bracelet on his ankle broke down. The equipment was apparently broken in the early hours of Christmas.
The images analyzed by the PF show that he left the condominium around 7:22 p.m., after loading a rental car with bags, food and animal hygiene mats. Silvinei also came on board with a pit bull dog. The vehicle used in the escape was different from the car he usually used, which continued to drive around the towns of Santa Catarina to escape the police.
Teams from the Santa Catarina Criminal Police and the Federal Police went to the scene in the hours that followed, but the former director of the PRF had already left the scene.
Silvinei Vasques was sentenced by the STF to 24 years and 6 months in prison for being part of Core 2 of the coup plot, responsible for preparing the so-called “coup project” and for actions aimed at making it difficult for Northeast voters to vote in the 2022 elections. The decision was issued on December 16 and is still subject to appeal, but Moraes ordered preventive detention after the escape attempt.
After his delivery to Ciudad del Este, Silvinei will be taken by the Federal Police to Brasilia, where he will remain at the disposal of the Ministry of Justice.
