Urgent strengthening of Teruel’s financial mechanism
The Council of Ministers approved direct support allocated to cover the amount of 36.5 million euros corresponding to the state’s contribution to the budget. Vit. This measure, which was approved by urgent royal order, aims to put the funds into operation within approximately one month. This endowment is part of the annual commitment between the central executive authority and the regional administration to stimulate economic activity in the governorate.
This financing is considered an essential element in developing initiatives aimed at encouraging investments, enhancing strategic infrastructure and supporting new business opportunities. As Minister Pilar Alegría explained, the movement ensures compliance with the commitments made and guarantees the continuity of an instrument considered essential to mitigate regional imbalances.
Gradual increase in the allocated budget
Approval of this item opens the way for a general increase in the budget allocated to the Fund. With the release of state allocations, FITE will administer 73 million euros in fiscal year 2025, and the figure will rise to 86 million in the following two years. This growth exceeds the cap of 60 million per year that has been set since 2006, when each department’s contribution was capped at 30 million.
The Fund’s budget update responds to the need to adapt its financial capacity to the current economic development of the governorate. Teruel, traditionally affected by structural deficiencies and low demographic density, relies on tools such as these to support innovation programs, productive diversification, and the strengthening of public and private facilities.
The signing of the agreement is still pending
Although the central government has completed its part of the process, the signing of the agreement cannot be implemented until the autonomous administration of Aragon authorizes its own contribution of $36.5 million. Only then can the annual program be launched and the selection of beneficiary projects announced.
Environment and Tourism Minister Manuel Blasco indicated that the final list of initiatives will be announced upon signing the agreement. According to their statements, the additional $13 million scheduled for 2025 will mainly target supporting companies operating in the governorate.
The calendar is delayed again
The new scenario repeats a common circumstance: the signing of the agreement again arrives in the last months of the year. In 2024, the fund is not approved until December, and this year the process is again approaching its annual close. As the President of Aragon noted, his Government requested these contributions on numerous occasions during the year.
Repeated delays complicate financial planning for municipalities and companies waiting for these investments to develop their businesses, consolidate industrial projects or start new activities. Uncertainty in calendars limits the ability to execute, especially on projects with strict work deadlines or that rely on calls that depend on closed budget years.
A tool with three decades of history
FITE was created in 1992 as a formula to compensate for regional imbalances in Teruel through joint investment by the Government of Spain and the Autonomous Community of Aragon. The Fund acts as a complementary element to promoting strategic economic initiatives in areas with low population density and regional restructuring needs.
The 50% co-financing structure ensures shared responsibility between departments and allows resources to be directed towards actions that generate direct and indirect impact on district development. Historical initiatives include tourism programmes, industrial modernization schemes, technology promotion, heritage restoration and infrastructure projects.

The announcement of urgency in approving the decree was interpreted as a positive signal for sectors that depend on the fund. However, the lack of specific information about the selected projects makes attention focused on signing the agreement. Businessmen and municipal officials stress that clarity in deadlines and distribution rules is essential for planning investments that directly depend on these funds.
Higher expectations than the historical allocation open a window of opportunity to develop larger projects, but also increase the need for coordination and transparency in the final allocation.
With the state contribution already approved, everything remains to await the regional decision and formalization of the agreement. Once signed, a process will be activated that will allow to know which projects will benefit and the exact impact of the funds in the territory.
