
This Monday, the INSS CPI hears the testimony of Igor Dias Delicrud, leader of the AASAP association, who has been identified as a key player in the scheme of undeserved cuts to Social Security benefits. Delecrode’s name appears in applications approved by the commission as responsible for linking four entities – AASAP, Amar Brasil, Master Prev and ANDAPP – suspected of handling about R$700 million in automatic monthly fees charged to retirees without authorization.
One of the calls was made by MP Kim Katagwiri (Uniao-SP), who describes the leader as a potential “front man” for the hidden actors in the scheme. The parliamentarian wants him to explain how he came to run the associations, what are the mechanisms for charging fees and financial management and whether there is coordination with other group leaders, such as Felipe Macedo Gómez, from Amar Brasil, and Américo Monti, from ANDAPP.
According to the request, Delecrode must also provide details of movements between the four entities, common use of administrative services and possible mixing of accounting resources.
The testimony comes days after the CPI approved the request for pretrial detention of five people being investigated and the confrontation between Antonio Carlos Camilo Antunes, known as Careca of the INSS, and lawyer Eli Cohen. The group, headed by Senator Carlos Viana (Podemos-MG), asserts that the targets pose a risk to investigations and criminal law enforcement.
Since the start of the work, the commission has already ordered the arrest of three people, including the president of the Brazilian Union of Fisheries and Aquaculture Workers, Abraão Lincoln Ferreira da Cruz, on charges of perjury. The INSS CPI was set up to investigate a billion-dollar fraud in monthly fee reductions and contributions automatically applied to the salaries of pensioners and pensioners, which was investigated by the federal police Operation No Deduction.
