Member of the District Council for the Promotion of Human Rights in the Federal District (CDPDDH), Adolfo Moisés Vieira da Rocha, asked Minister Alexandre de Moraes (STF) for permission to visit the Federal Police Prison (PF) in Brasilia, where Jair Bolsonaro is imprisoned. The advisor stated that the inspection would take place on his initiative, under the pretext of “suspicion of a human rights violation.”
“This request also arises from the Chancellor’s own initiative, a privilege expressly stipulated in Article 2 of Resolution No. 02/20212, which stipulates that requests relating to the identification of risks, suspected violations or the need to promote human rights may be submitted on the direct initiative of the Chancellor, which strengthens the legitimacy and independence of this request,” the request sent to Moraes said.

The visit aims, according to Rocha, to verify “the material, health, structural and procedural conditions of the unit, as well as respect for the basic guarantees guaranteed to persons deprived of their liberty, without any interference in the procedural objectivity or content of judicial rulings, which will later be presented to the head of the local council for the promotion and defense of human rights.”

In the request, Rocha informed that the inspection would follow the National Council of Justice (CNJ) protocol for investigating allegations of torture or ill-treatment in prison units.
“The detention of prisoner Mr. Jair Messias Bolsonaro in the prison of the Federal Police Department / DF, linked to the visitation restrictions established by Your Excellency in the decision of 11/22/2025 in PET files 14.129/DF, makes the acquisition of judicial authorization necessary to enable the institutional functioning of the CDPDDH Counsellor,” the application claims.
“The inspection will be carried out in a standardized and systematic manner, using Form 6 – Response to unpublished or in-progress news – individual or collective torture or ill-treatment, which is a good practice tool within the scope of the National Council of Justice for the technical, documented and systematic record of inspections in places of deprivation of liberty. This form ensures accuracy, transparency and precise identification of the activity for the institutional purpose, in accordance with the Council’s internal protocols.” The document says.
