Ukrainian President Volodymyr Zelensky said on Monday (24/11) that he would directly discuss with Donald Trump “sensitive issues” linked to the North American plan to end the war. The statement comes after the Ukrainian delegation returned from Geneva, where it participated in extensive meetings with representatives of the United States and European countries.
According to Zelensky, the proposal discussed in Switzerland is now “28 points more workable” than the original version initially presented by the Trump team.
“There are fewer points, and many valid elements have been taken into account,” the President said, stressing that the document still needs to be finalized.
“We presented the draft new measures today, and this is the right approach. I will discuss sensitive issues with President Trump. Ukraine will never be an obstacle to peace,” he said.
European coordination and possible Russian subversion
The Ukrainian stated that he spent the day in talks with European leaders to coordinate positions before the next stage of negotiations. “I thank everyone for their clear support. Ukraine is not alone,” he said.
Zelensky also warned again against attempts at Russian interference in the diplomatic process. According to him, Moscow is trying to “sabotage” the opportunity to reach an agreement by spreading disinformation and intensifying attacks.
“We have to heed warnings of air attacks. If we really want to end the war, there can be no missiles, no large-scale attacks against our people. This can be ensured by the truly powerful actors in the world. A lot depends on the United States,” he added.

Differences between the American plan and the European counterproposal
Zelensky’s comments came on the same day that peace negotiations entered a new phase, with two different versions of a potential agreement circulating among delegations:
US plan:
- It de facto recognizes Russian control over Crimea, Donetsk and Luhansk.
- Kherson and Zaporizhia freeze on the touchline.
- He demands that Ukraine include in the constitution that it will never join NATO.
- It forces NATO itself to change the statute to veto Ukraine’s entry.
- Specifies that national elections will be held within 100 days of a potential agreement.
- It uses $100 billion in frozen Russian funds, with 50% of the profits going to the United States.
- Conditions of US security guarantees regarding Kyiv’s military behavior.
European proposal:
- It does not recognize any Russian territory; Based on future negotiations.
- Ukraine is prohibited from retaking the territories by force.
- It does not include a formal or constitutional veto over NATO membership.
- Maintains the need for consensus among alliance members.
- No final date is set for the elections.
- Maintains multilateral safeguards with less stringent language.
- It does not provide for financial compensation to the United States.
The Kremlin announced on Monday that the first version of the US plan could serve as a basis for future negotiations, but said it had not received the updated text that resulted from discussions in Geneva.
Moscow admitted that “amendments” had been made following bilateral talks between Washington and Kiev, but asked to see the new content before commenting.
