The President noted that in the news bulletin in which the information was revealed, he used sources that, he said, had previously caused confusion on other occasions. He wrote in his letter: “Caracol has already made several ‘mistakes’ of this magnitude, and has corrected some of them. They always have the same source for a journalist whom they consider to be very dangerous. The journalist’s source is the CIA, which has a habit of creating networks to influence public opinion according to the interests of their country’s government around the world. It is a way of projecting foreign power within countries.”
With this statement, Petro justified his decision to conduct an independent analysis of the intelligence reports provided by American officials. According to his account, agents informed him of General Huertas’s alleged links to an armed group, although under different circumstances than those revealed by the media mentioned above.

The president stressed that the American officials’ hypothesis was baseless when he investigated what happened. He included this statement in his explanation: “They told me about General Huertas, who was not in the army, and mentioned a possible connection with an armed group, but they mentioned another group different from the one that exists today; that is why I know the new report is false.”.
Petro indicated that his direct inspection allowed him to confirm the failure of an operation against the National Liberation Army due to the presence of a helicopter that alerted the illegal group.
“This was an operation against the ELN, which was sabotaged at the time of the execution by the presence of a helicopter at the scene that alerted the armed group. My investigation into the events concluded that the helicopter belonged to the police and not the army, which General Huertas had nothing to do with,” he said in his letter. He then added that the reports regarding Huertas were baseless and highlighted the following: “They’re fooling the CIA too.”.

The President linked the situation to what he described as a corrupt structure within sectors of the public force: “The high level of corruption in the country as a result of drug trafficking means the presence of criminal gangs in the army led by high-ranking officers. They use intelligence, polygraphs and intelligence reports that turn out to be false to unfairly remove high-ranking officers who pose a threat to their careers or who are not complicit in their criminal activities.”
