Federal Court of Audit (TCU)It stipulates that adjustments will be made until 2029 in the basic salaries of civil servants, in addition to bonuses and compensation. Text goes to Senate.
The proposal updates a performance bonus that could pay a portion of 40% to 100% of servers’ base salary. Compensation is also determined according to a special system that can reach 25% of the employee’s total monthly wage. Payment of both benefits will depend on TCU’s budget availability.
The text was sent by TCU to Congress in June, updating the career structure, entry requirements, career progression and structure of trust positions, as well as wages, bonuses and incentives. According to the rapporteur, the draft law “does not include an increase in the budget, in addition to the annual increase in the budget expected in the new financial framework of the Federal Accounting Office.” “Moreover, in the interest of fiscal prudence and respecting the principle of budget balance, the text conditions new expenditures on budgetary and financial availability,” the text records.
The draft stipulates, among other things, that court technicians must have a higher education certificate, and that in order to be promoted between the ranks, it will be necessary to complete a postgraduate course recognized by the Ministry of Education. The court’s trust functions have also been redistributed, with the total number remaining at 913.
Also according to the proposal, remuneration for civil servant positions will consist of basic salary, external control bonus (GCE) and performance and strategic alignment bonus (GDAE). Basic salaries will be divided into four annual instalments, the first scheduled to take effect from January 1, 2026.
The external monitoring bonus is determined by a factor of 0.5 over base salary. The GDAE replaces the current bonus and will range between 40% and 100% of the server’s base salary.
The maximum compensation bonus is 80% of the basic salary. According to the Odair Cunha report, payment will depend on budget availability and will be linked to job performance evaluation and achievement of institutional goals.
The text also creates a special managerial dedication compensation scheme (IREDG), aimed at permanent employees who invest in positions of trust. Compensation may have a maximum value of the total monthly wage, excluding occasional installments.
According to the decision, until a final regulation is reached, the temporary percentage of 10% will be applied. It will be conditional on the availability of the Accounting Council’s budget.
