How other countries limit super salaries in the public service

Among ten countries analyzed in the survey conducted by República.org and Movimento Pessoa à Frente, Brazil leads the international ranking of super salaries in the public service, with R$20 billion spent in payments that exceeded the legal limit. The research, released on Wednesday (26/11), also shows how other countries are limiting super salaries in the public service.

According to the survey, conducted by a researcher at the University of California, San Diego (UCSD) and Auditor of Finance and Control at the Comptroller General of the Union (CGU) Sergio Guedes Reis, data from ten countries were analysed: Germany, Argentina, Chile, Colombia, the United States, France, Italy, Mexico, Portugal and the United Kingdom.

Among these countries, Brazil’s spending, at R$20 billion, is the highest – about 21 times higher than that of Argentina, which ranks second.

According to the research, about 53,000 government employees receive salaries higher than the legal limit for the civil service in Brazil.

The study presented the solutions adopted by other countries to avoid this excessive salary. In Chile and the United Kingdom, external committees determine scopes and adjustments based on technical criteria.

In the United States, “amounts exceeding the limit can only be paid in the following year, always respecting the current limit.”

“These experiences point to ways in which Brazil can move forward in controlling super-salaries and promoting fairer and more balanced public administration,” República.org noted.

Who earns above the ceiling?

The survey reveals that 53,500 active and inactive Brazilian government employees receive salaries above the legal limit of R$46,400.

These servers correspond to 1.34% of a sample of 4 million, while seven out of ten earn up to R$6,000 a month, according to República em dados, from República.org.

There are about 40,000 government employees among the richest 1% of the Brazilian population, and their annual income amounts to more than 685,000 Brazilian reals.
