
Representatives of the main parties such as ERC, Bildu, Junts, PNV and BNG confirmed that they will not attend the celebration of the 47th anniversary of the 1978 Constitution. This gesture, repeated in previous editions of the event, highlights the political division that exists in the Spanish Parliament and shows the tensions between the different forces on the eve of the celebration. As Europe Press noted, the absence of these groups confirms the continued distance between the blocs and the climate of hostility that precedes the institutional meeting.
The recent vote in the House of Representatives, where the deficit plan presented by the Ministry of Finance was rejected, left the executive without any progress to start the state budgets process, putting the government of Pedro Sánchez in front of the opposition majority. Europe Press explained that this parliamentary setback comes in a context characterized by the collapse of relations with Junz, which reinforces instability and a lack of support for the upcoming budget period.
Media also reported that the current political environment is characterized by recent judicial scandals, including the conviction of State Prosecutor Alvaro García Ortiz on charges of revealing secrets, as well as the imprisonment of José Luis Ábalos, a former minister, and his former advisor Koldo García. These events had a marked impact on the institutional agenda, conditioning the political situation in the final weeks before Constitution Day.
In this context, the annual ceremony in the Lost Steps Hall will be opened by the President of the Conference, Francina Armengol. Europe Press reported that the President of the General Council of the Judiciary and the Supreme Court, Isabel Perillo, and the President of the Constitutional Court, Candido Conde Pompidou, will attend. The President of the Senate, Pedro Roland, is also expected to participate along with other top authorities of the state, ensuring the presence of the three institutional authorities.
Uncertainty remains over the attendance of Teresa Peramato, who was recently appointed to the position of state prosecutor following the conviction of García Ortiz. As Europe Press explained, their participation in the event will depend on the processing of outstanding administrative requirements and their appearance before Congress.
Regarding the representation of the government and the main political forces, Europe Press indicated that Pedro Sanchez, along with the majority of ministers and representatives of the Socialist Workers Party, the Popular Party and Somar, confirmed their attendance. However, the Vox Party announced that it would continue its usual refusal to attend, justifying its decision by the impossibility of “raising the microphone and denouncing the criminal and corrupt work of the executive authority.” The media reported that this formation had previously chosen not to participate in the previous institutional law regarding the restoration of the monarchy, headed by the kings and their daughters, on November 21.
These absences, combined with the refusal of key allies of the Sánchez government to participate, reinforce the incomplete nature of the celebration. Europa Press explained that this situation highlights the lack of cohesion in an event that traditionally sought to highlight institutional unity, but in this edition it appears to be characterized by the emptiness of a large part of the parliamentary arc.
After the main event, Congress will culminate the institutional agenda with the traditional open days on 12 and 13 December. Europe Press has specified that on these two dates, citizens will be able to tour the parliamentary facilities, learn more about the work of MPs, and access reserved spaces where the main official activities of the House of Representatives take place.
The situation in which commemoration events and institutional activities take place is characterized by confrontation and polarization. Europe Press concluded that the dynamic witnessed by the recent legislative elections and the current parliamentary work shows increasing differences between the blocs, in addition to the increasing weight of judicial conflicts and the lack of consensus on the meaning of the memorial texts of the Constitution.
