Work without exchange
An audit report by the Brasilia Environmental Institute (EBRAM) indicates that the work progressed without installing a stormwater drainage system, an essential structure to prevent exactly this type of flooding.
The document indicates that during inspections conducted on November 7 and 12, inspectors found that the asphalt process was taking place without any rainwater collection network. There was also no specific environmental license for the work, nor a sign indicating the implementer, contracting company or responsible technical person, as required by law.
On the other hand, Novacap, the company responsible for the work, explained that the paving of Avenida Zumbi dos Palmares is an emergency matter in nature, with the aim of ensuring the mobility and safety of residents.
