Rodrigo Fernández: “We see 2026 as the pivotal point of opportunity: the key will be in management”

The year 2026 has already begun for Mayor Daniel Passerini’s leadership. And it’s going to be a long year. Its officials assure that they have already provided permanent housing to the community after the libertarian hurricane that left them without resources and government assistance. Rodrigo Fernández, the Minister of Government, announced that there would be announcements and constant actions for months. On Punto a Punto Radio (90.7), the official stressed that the budget will have a zero deficit, although investments in public works and improvements in health and transport will not be stopped.

– In the last parliamentary elections, Javier Milei was the winner and he was the only one who moved the cabinet positions the next day. Is Paserini planning any changes?
-Mayor Passerini already made changes before the elections. There was a very important reshuffle in the Cabinet as the number of secretaries increased from 14 to 10 and the number of civil servants fell significantly to under 400.

-But that was before.
-He did what he had to do and now comes more timely work. As it happens, the budget submitted to the Consultative Council has a lot to do with this, namely the elimination of some programs and some actions by some secretariats that are not currently necessary. Therefore, the upcoming changes are more surgical in nature and affect middle management.

-Which programs and in which ministries will there be cuts?
-In all, but fundamentally in those where their activity is not related to public works, health, education, social care and transport, that is, to everything related to social services. We assume that we will have a zero deficit without changing the pace of work and without stopping the provision of services.

-Does the transport require a lot of money?
-That’s right. Transportation is a very important challenge. But an excessive increase in fare can throw the ticket reduction out of balance. The state government decided not to transfer the funds sent to it by the municipality and the municipality had to find a solution, which it did. We were supposed to contribute $18,000 million per month to the transportation service, but thanks to the changes and adjustments we made, we now contribute $8,000 million. 40% of those who travel daily by public transport in Córdoba have a national, provincial or municipal specificity, and that means that they pay 45% of the ticket price.

-One of the most controversial issues besides transportation is garbage in the city of Córdoba. Can you think about stopping picking it up every day?
-The cleanest city is the one that doesn’t get dirty. There is a lot to cooperate with, but the community undoubtedly has to deliver. In Córdoba, the collector drives through the city center six times a day, something that doesn’t happen anywhere in the world.

-The fact that there was speculation about the return of the deputy Miguel Siciliano to the municipality, did that bother you?
-Miguel was government secretary, provincial legislator, president of the bloc in a very difficult legislature, candidate for national deputy and was elected. The church has already done the major restructuring it needed to do, and this is not a name or people issue. No other people are needed. What is needed is the possibility of improving the economic situation and resources, taking into account that we are moving towards zero deficit. The budget envisages commercial reactivation with a 30% discount for 20,000 companies, representing 85% of those contributing.

-Will that happen?
-It will arrive and we have also spoken to the Chamber of Commerce about it, we have checked a lot of data before we do it. We want economic activity to be revived, we then want to be competitive, because that also brings dynamism to the economy and creates jobs.

-The thing with the Mercado Libre was poorly communicated because there was always a relationship, there was always communication and they always told the Mercado Libre that the municipality had a support program for those who wanted to invest in Córdoba, they were asked to present an investment project…

2026 is crucial, with more management

-2026 is a key year to achieve a better position in municipal management in 2027.
-We see the year 2026 as a turning point of opportunity after two years of hard work on order and hygiene and facing many economic problems that we have due to the nation’s withdrawal from many programs and also the slowdown in the economy. I hope that next year the economy improves, we are prepared with an orderly community that operates with smaller, more efficient structures and more austerity measures. We believe the key is good management.

– Do you interpret the election results? There was a difference of 20 points among the La Libertad Avanza candidates…
-We listen and take note, but when it comes to elections, we need to compare the same times and the same election shifts for a better analysis of the elections. This was a mid-term election: if we compare it to the election four years ago, the capital did better.
