Arrested in the United States for terrorist conspiracy, former director of Venezuelan military counterintelligence Hugo Armando “El Pollo” Carvajal sent a letter to President Donald Trump in which he claims to have participated, for two decades, in drug trafficking, espionage and electoral manipulation operations in the service of Nicolas Maduro’s government. In the document, he attributes these actions to direct orders from Maduro, Venezuelan Minister of Interior, Justice and Peace Diosdado Cabello, and Cuban intelligence.
Carvajal, who was a major general and one of Hugo Chavez’s most trusted men, says he broke with the regime in 2017 and says he is willing to collaborate with U.S. authorities. The letter was sent last Tuesday (12/02), in the midst of Trump’s offensive movement against the regime of Nicolas Maduro.

“WAro, Mr. President Trump and the people of the United States:
My name is Hugo Carvajal Barrios. For many years, I was a senior official in the Venezuelan regime. I was a major general of the Three Suns, in whom Hugo Chávez and Nicolás Maduro had absolute confidence, and I held the positions of director of military intelligence and deputy in the National Assembly. Today, I find myself imprisoned in an American prison because I voluntarily pleaded guilty to the crimes with which I am accused: the narco-terrorist plot.
I write to atone for my guilt by telling the whole truth, so that the United States can protect itself from the dangers I myself have witnessed for so many years.
I publicly broke with the Maduro regime in 2017 and fled my country knowing that I was facing criminal charges in the United States. In doing so, I became his enemy.
Knowing the risks, I acted with the strongest conviction to dismantle Maduro’s criminal regime and restore freedom to my country.
Today, I see the need to speak to the American people about the truth of what the Venezuelan regime really is and why President Trump’s policies are not only correct, but absolutely necessary for the national security of the United States.
1. Narcoterrorism
I witnessed firsthand how the government of Hugo Chavez transformed into a criminal organization that today runs Nicolas Maduro, Diosdado Cabello and other top regime officials. The goal of this organization, now known as the Sun Cartel, is to use drugs as a weapon against the United States. The drugs that arrived in their cities via new routes were not the result of corruption or the work of independent traffickers alone; these were deliberate policies coordinated by the Venezuelan regime against the United States. This plan was suggested by the Cuban regime to Chávez in the mid-2000s and was successfully executed with the help of the FARC, ELN, Cuban agents and Hezbollah. The regime provided them with weapons, passports and impunity so that these terrorist organizations could operate freely from Venezuela against the United States.
2. Aragua Train
I was present when decisions were made to organize and arm criminal gangs throughout Venezuela to protect the regime, including the group known as Tren de Aragua. Chávez ordered the recruitment of criminal leaders inside and outside prisons to defend “the revolution” in exchange for impunity. After Chávez’s death, Maduro expanded this strategy, exporting crime and chaos abroad to persecute Venezuelan political exiles and artificially reduce Venezuela’s crime statistics. The leaders of these gangs have been ordered to deport thousands of members out of the country. This operation was coordinated by the Ministry of the Interior, the Ministry of Corrections, the National Guard and the national police forces. The Aragua Tren has become the most efficient and fastest growing.
When Biden and Harris’ open border policy became widely known, they took the opportunity to send these agents to the United States. They now have obedient and armed personnel on American soil. To finance their operations, they were explicitly ordered to continue kidnapping, extorting and killing. Every crime they commit on their soil is an act ordered by the regime.
3. Counterintelligence and counterespionage against the United States
I was present when Russian intelligence arrived in Caracas to propose to Hugo Chávez that he intervene in the underwater Internet cables that connect most of the South American and Caribbean islands to the United States, with the aim of penetrating U.S. government communications. In 2015, I warned Maduro that allowing Russian intelligence to build and operate a secret listening post on the island of La Orchila would one day attract American bombs. He ignored me.
For twenty years, the Venezuelan regime sent spies into its country; many remain there, some disguised as members of the Venezuelan opposition. Cuban intelligence showed me their networks within their east coast naval bases. They supposedly sent thousands of spies over the decades, some of whom are now career politicians. American diplomats and CIA officers were paid to help Chávez and Maduro stay in power. These Americans acted as spies for Cuba and Venezuela, and some remain active to this day.
4. Smartmatic and your elections
Smartmatic was born as an electoral tool for the Venezuelan regime, but it quickly evolved into an instrument to keep the regime in power forever. I know this because I myself placed the IT manager of the National Electoral Council (CNE) in his position, and he reported directly to me. The Smartmatic system can be modified; it’s a fact. This technology was then exported abroad, notably to the United States. Regime agents maintain relationships with election officials and voting machine companies in their countries. I am not claiming that all elections are stolen, but I am saying with certainty that elections can be manipulated with this software, and that it has been used to do so.
People of the United States, make no mistake about the threat posed by allowing a narcoterrorist organization to roam freely in the Caribbean and throughout Latin America, to do everything possible to harm the American people, to fund anti-Americanism across the continent, and to facilitate the operations of other terrorist organizations and enemies of the United States in Venezuela and now within its own borders.
The regime I serve is not simply hostile; he is at war with you, using drugs, gangs, espionage and even his own democratic processes as weapons.
President Trump’s policies against Maduro’s criminal regime are not only justified, they are necessary and proportionate to the threat. It might even underestimate what the regime is willing to do to cling to power. They have contingency plans for all extreme scenarios to ensure they never give up control.
I fully support President Trump’s policy toward Venezuela because it is self-defense and he is acting on the basis of truth.
