
The Public Security Secretariat of the Tarcísio de Freitas (Republican) government emptied a bloated body within the portfolio by the former secretary, Guilherme Derrite (PP), which was headed by a friend of the then portfolio holder and hired a suspicious company.
Derrite left office and returned to the House of Representatives, aiming to run for the Senate in 2026.
The publication in the Official Journal which formalizes the extinction of the status of administrative unit of the Integrated Command and Control Center (CICC) is dated 5/11, the same day on which the federal deputy of the Progressives was exonerated for having reported the PL Antifaction.
Guilherme Derrite left his post permanently at the beginning of this month, replaced by delegate Osvaldo Nico Gonçalves.
THE Metropolises revealed at the end of February the power acquired by the organization during the management of Derrite and identified at least two contracts signed by the CICC with a suspicious company for the renovation of the PM unit of Sorocaba, a city in the interior of São Paulo which is an electoral stronghold of Derrite.
Alphapav Construções e Comércio does not operate at its headquarters, in Cajamar, greater São Paulo, and received a certificate of technical capacity from the company of the brother of its sole partner, who also appears as the engineer in charge of the contractor – points that experts say raise suspicions about the BRL 6.7 million contracts. Both the government and the company have denied any wrongdoing.
Supercharged Budget
Derrite’s friend João Henrique Martins was named head of the CICC in 2023, which coincided with the body being authorized to also act as an expenditure authorization unit. Martins is close to the secretary and was previously a consultant for a documentary by the conservative production company Brasil Paralelo.
The leadership of former Tucano governor João Doria had in 2019 deactivated the agency’s management unit, which was transferred to the secretary’s office, on the grounds that it would allow the CICC to focus more effectively on its core activity. In 2023, when the Tarcísio de Freitas government again authorized the body to make expenses, it amounted to 5.7 million reais.
The following year, the budget was updated to BRL 56 million, of which almost BRL 14 million was committed. To get an idea of the power held by Derrite’s friend, the amount exceeds all the efforts of the Secretariat for Women’s Policies, with only 9 million reais in 2024.
João Henrique Martins left his position in May this year. With the new publication in the Official Journal, all budgetary management carried out by the organization has been transferred to another organization.
In May this year, the government created a new board, linked to the secretary’s office, with specialized sectors in finance and budget, to comply with the rules of the tender law on transparency, separation of functions and control. Now, with the new publication in the Official Gazette, the Integrated Command and Control Center continues to exist solely as a strategic coordination and innovation body, but no longer manages the budget or contracts.
