After years of complaints, a new regional funding system is finally approaching. At least that is the promise of the first vice-president and Minister of Finance, María Jesús Montero, who in less than two months will propose a new model that will include tax transfers.
This is one of the elements with which he will try to win the “yes” of the communities – governed for the most part by the PP – and, no less important, to move forward. a fundamental project a few months before she herself appeared as PSOE candidate to recover the Andalusian government.
And because of this circumstance, in Seville, we are wary. Of this transfer offer and especially its reverse side: the threat of penalizing the regions which lower taxes due to the alleged dumping tax that this implies.

This was stated in an interview with EL ESPAÑOL-Invertia by the Minister of Economy, Finance and European Funds and spokesperson for the Andalusian Government, Carolina España. Those of Juanma Moreno they feel that they are the main ones with the message, although from Madrid it is generally assumed that the darts always go in the direction of Isabel Díaz Ayuso.
Because the fight here is not only with the minister, but with the candidate for the Board of Directors, hence the strength of the response to the threat: they will “stand up” in the war of tax cuts and, if they obtain another mandate, They will lower them again.
In the new regional financing system, which will be presented early next year, the Treasury proposes that communities have a greater tax transfer. What taxes would you charge?
We no longer believe anything, because in seven years in government, Ms. Montero – who, when she was councilor in Andalusia, constantly called for reform of the system, greater resources for Andalusia, saying that it was underfunded – has not lifted a finger to do justice to Andalusia.
And now it turns out that when the Andalusian elections come, just months before they are called, he pulls a rabbit out of the hat.
He says he already has the financing system, while, of course, Junts and Esquerra are once again pushing for privileges for the independence movement. We are skeptical about the proposal of the new financing model: until we see it, we do not believe it.

There are many minutes of Parliament here where the current minister, when she was an advisor, asked for 4 billion more per year, a temporary leveling fund… absolutely contrary to the principle of ordinality.

No, we are not going to ask ourselves these questions. Every time the government negotiates with the separatists, the one who loses is Andalusia, which loses 1,528 million euros every year.

So, what should we believe? That now he put pressure on him because Junts was putting pressure on him and told him that he no longer approved anything else and that the legislature was over?

Well, they are subordinate and on their knees before the independence movement because what they want is to continue one more day in Moncloa. Ms. Montero is the executing arm of all policies aimed at granting privileges to the independence movement and of course she will try to overcome all this with her candidacy in Andalusia.
But every day we see that no transitional funds have been approved for us. He supports the ordinary while here he says the exact opposite.
All this constitutes a benefit for other territories, to the detriment and detriment of Andalusia. Therefore, I don’t think he favors his land at any time. On the contrary, I believe he is betraying Andalusia.
Another novelty that arises from this new financing, which goes hand in hand with a possible greater transfer of taxes, is the threat of penalizing territories which lower taxes. Do you give more credence to this possibility?
The Sánchez-Montero government must respect the fiscal autonomy that the autonomous communities have. We will continue to lower taxes whenever we can, because what cannot be tolerated is the fiscal asphyxiation, the fiscal hell that the Spanish people are suffering.
Here we have managed to increase revenues despite lower taxes.
We reduced the inheritance and gift tax to 99%, the wealth tax, which we then had to recoup because of the wealth tax, we reduced property transfers, mainly for the purchase and sale of housing, we deflated the personal income tax – which the government should have done also in the state quota – and we implemented a very powerful set of personal income tax deductions for many groups, for gyms, pets, celiacs, for birth, housing deduction…

We believe we are doing the right thing. Citizens need tax relief. Ms. Montero is not satisfied with the almost 100 tax increases and she also wants to further stifle citizens across the autonomous communities.
This seems truly outrageous to me and we will continue to respond with our tax cuts.
Did you feel particularly marginalized by this issue?
Well yes. And also, coming from Ms. Montero, totally. But that doesn’t interest us. Just as it was a country unfortunately known for all the cases of corruption that there were, for the whole ERE and for being the red lantern, we are now the locomotive of Spain with Madrid and Catalonia.
Therefore, just as we have turned things around in many ways, in many economic metrics, we have also turned things around fiscally and we are proud of what we have done.
While the latest budgets of the Andalusian Parliament are on track, are you already thinking about the economic proposals to present for the elections? What promises do you plan to make in this area? more tax cuts?
We’re not there yet. We continue to work day after day. We want to improve health care, we want to improve professional training – which is something fundamental –, continue to progress in free daycare, ensure that our schools are better and better air-conditioned, that addiction can reach as quickly as possible all the people to whom it belongs…
Now, facing new elections, there will undoubtedly be further tax cuts in the next legislature if we govern again.

Re-increase personal income tax, recover inheritances and donations, increase real estate transfers… it’s really crazy. Where is the Socialist Party of Andalusia? Obsessed with tax increases because, of course, he follows Ms. Montero’s directives.
Andalusians must be calm, because as long as Juanma Moreno is in government, we are certainly not going to recover inheritances and donations, we are not going to increase personal income tax, we are not going to increase property transfers.
I believe that it is essential to generate confidence, to be competitive and to be attractive for investments, which is essential to move the territories forward. And this investment is starting to bear fruit.
What is the room for maneuver to continue lowering taxes?
As long as there is economic activity, as long as there is progress, as long as there is economic dynamism and job creation, it will be possible to reduce taxes. Because in the end the collection comes from there, from companies and workers.
If we increase the tax base, if there are more of us, we can lower taxes. As we have a million more taxpayers in income since we have governed, even by lowering taxes, we collect more. That’s the key.
