The Parliament of Andalusia set foot last week the legislative accelerator. With more than six months until the Andalusian elections, there is no time to lose. The rest of the legislature will be extremely active because the executive of Juanma Moreno … He wants to finish his mandate, the 12th legislature, with the maximum number of approved regulations.
In this way, if the forecasts come true, the result could be around thirty laws approved when the head of the Andalusian executive decides to press the electoral call button. As everything indicates that there are more than six months before the election dateit’s time for that. Because even though the current session period ends at Las Cinco Llagas before the end of December and doesn’t resume until February, there are still full sessions.
Now, once we have overcome the screening crisis with the implementation of a shock plan, screening of women and a monographic debate on health, and once we have also overcome the debate on the state of the community, which took place last week, it is time to act.
It is for this reason that from now on, the plenary sessions which will be held in the regional chamber will all involve intense legislative activity. Proof of this frenzy is that the last plenary session held last week was full of bills to continue moving forward and approve all the initiatives that will take place in the rest of the legislature.
The executive’s idea is that at the end of Juanma Moreno’s second term in the Andalusian government, thirty approved laws were achieved. And everything indicates that they are on the right track to achieve this.
Currently, until last September, around twenty laws had been approved by the Andalusian Chamber. Something with which the President of Parliament himself, Jesús Aguirre, was satisfied. As he said, it is positive that a “constant pace is maintained” and that the strong demand from groups, entities and associations persists to present their proposals and demands to the Chamber. “which results in an extensive calendar of events place at each session period.
about twenty
But what are these laws? Among these twenty new regulations, in addition to the budgets of the previous three years (the next one will be approved during the next end-of-year debate), some are important.
Among these new laws are those of the higher and technical bodies of intervention and control of the administration of the Junta de Andalucía, the law that regulates preschool care, that of the civil service, that of the local police or that of flamenco.
This package of new legislation also includes the law on the circular economy, the statistical and cartographic plan of Andalusia, the modification of the rights and care of people with disabilities. Or in university matters, those of recognition of the private university CEU Fernando IIIthe recognition of the private Atlantic-Mediterranean Technological University, the Alfonso X El Sabio Mare Nostrum and the private university European from Andalusia.
Also the creation of the Andalusian Institute of Health, the Status of Rural Women and the Sea or the Official College of Criminology. To them must also be added the bill for free glasses.
In addition to laws, community and general policy debates take place every year.
And to this we must add that Juanma Moreno has done this until now legislature a dozen debates. Those of the state of the community which are held at the end of each year and those of general policy which normally take place in June, before the end of the summer session.
It is therefore an intense activity which contrasts with the situation in Madrid at the Congress of Deputies, where instability presides over all the sessions and has marked the activity. In fact, the government of Pedro Sánchez has failed to advance the general state budgets so far in the current term. And everything indicates that he will not succeed after the direction things took with Junts further and further and without supporting the initiatives of the PSOE. It is clear that the differences between the so-called “Andalusian route” and what happens beyond Despeñaperros are becoming more and more evident.
